Coc San is a commune with a large geographical area and a high proportion of ethnic minorities. Due to family circumstances, a small number of people previously did not have the opportunity to attend school or dropped out early, leading to limitations in their literacy and access to information. This reality not only affects daily life but also creates barriers to carrying out administrative procedures, accessing social welfare policies, and participating in community activities.
Faced with this situation, Coc San commune proactively reviewed and organized literacy classes for local residents, considering this one of the important solutions to raise the intellectual level of the people and contribute to achieving the goal of building a learning society from the grassroots level.


According to Ms. Bui Thi Phuong Thao, Deputy Head of the Culture and Social Affairs Department of Coc San commune, literacy eradication is a long-term task that directly impacts the quality of life of the people. Only when people are literate will they be more proactive in accessing information, better understand and implement the policies and guidelines of the Party and the State, and thus actively participate in local development movements and activities.
Literacy classes in Coc San are organized in a flexible format, suitable to the living and working conditions of the people. Classes are mainly scheduled outside of working hours, and learning locations utilize existing facilities at schools and village cultural centers, making it convenient for students to participate fully.
The curriculum focuses on fundamental knowledge such as reading, writing, and simple math, while also integrating practical skills for daily life, such as reading and understanding common administrative documents, recognizing information on forms, invoices, and personal identification papers. This approach helps learners not only become literate but also apply their knowledge to real-world situations.


Ms. Vuong Thi Ly, a teacher at Coc San Primary School who directly participated in the teaching, shared: "The trainees are adults, many of whom are elderly, so teaching must be slow and patient. We focus on teaching content related to daily life so that trainees can clearly see the benefits, thereby motivating them to learn."
Through the implementation process, literacy classes in Coc San commune have brought about positive and noticeable changes. The people participating in the classes maintain regular attendance, demonstrating a serious and responsible learning spirit. More importantly, many students, after the course, are able to read and write at a basic level, becoming more confident in communication and daily life.
Furthermore, the greatest value that literacy classes bring is the change in people's perceptions of learning. From feelings of hesitation and inferiority due to illiteracy, many students have gradually developed a habit of learning, proactively asking questions, actively reading, and wanting to learn more so as not to forget what they have learned.
Ms. Vi Thi San, from Tong Xanh 1 village, Coc San commune, shared: "Before, I was illiterate, and every time I needed to do paperwork or read announcements, I had to ask others for help. Since going to school, I have learned to read and write my own name, and I feel much more confident."


Not only Ms. San, but all the trainees felt more confident after participating in the class. They could independently read information related to support policies, production guidelines, and plant and animal care; thereby becoming more proactive in their work, production, and lives.
According to the teacher in charge of the class, after grasping the basic knowledge, many students expressed a desire to continue participating in supplementary classes or other community learning activities. This shows that literacy is not the end point, but the beginning of a lifelong learning process.


The effectiveness of literacy classes is not only evident in individual learners but also spreads throughout the community. When people can read and write, disseminating the Party and State's policies and guidelines becomes easier; information is received fully and accurately, reducing misunderstandings and incomplete understandings. According to local authorities, this is an important factor contributing to improving the effectiveness of administrative reform at the grassroots level, especially in the context where many procedures and forms increasingly require people to proactively access and implement them.
The literacy classes have yielded practical results, helping people become more confident in participating in local activities. This also serves as an important foundation for the department to advise the commune on continuing to implement tasks related to building a learning society and improving the quality of local human resources.

The practical implementation of literacy classes in Coc San commune shows that, even small classes, if organized with the right target audience, meeting the right needs, and with a high sense of responsibility, will yield sustainable results.
The letters written in literacy classes are not merely knowledge, but also the key to unlocking new opportunities for the people of Coc San – opportunities to access information, to take control of their lives, and to gradually integrate into the overall development of society.
