He passed the Bachelor's degree examination under the Nguyen dynasty and was renowned as an honest and upright official, always devoted to the people. He once held the position of Minister of Justice in the Southern Dynasty.

Following the victory of the August Revolution in 1945, in response to the urgent need to build and consolidate the fledgling revolutionary government, he was invited by President Ho Chi Minh to join the government. On January 6, 1946, in the first general election of the Democratic Republic of Vietnam, he was elected as a National Assembly representative, and at the second session of the first National Assembly, he was elected as the Head of the Standing Committee of the National Assembly, a position he held from November 1946 until his death in 1955.
