The commune post office model – a fundamental shift in the network organization and service methods of Vietnam Post.

On the morning of January 14, 2026, the Khanh Hoa Provincial Post Office held a conference to implement its 2026 plan. At the conference, many key issues regarding production organization, network development, and improving operational efficiency at the grassroots level were discussed in depth. Among these, the implementation of a self-governing commune post office model was identified as a fundamental direction, directly impacting the operational methods and service quality of the postal system in the new phase.

In the context of Vietnam Post 's efforts to restructure its network towards a streamlined structure, closer to local areas, and increased autonomy for grassroots units, the commune post office model is not only an organizational solution but also a shift in management thinking, enhancing the role of post offices at the commune level in providing public services and postal-financial services to the people.

The Vietnam Post Corporation's online portal respectfully presents the paper by Ms. Do Thi Nhung, Deputy Director in charge of the Dien Khanh regional post office, on the topic: "Implementation of the autonomous commune post office model in the Dien Khanh area". The title of the article was added by the Editorial Board.

Let me introduce myself, my name is Do Thi Nhung and I am currently the Deputy Director in charge of the Dien Khanh Regional Post Office in Khanh Hoa Province.

As assigned by the organizing committee, Dien Khanh Post Office presented a paper on the topic: "Implementation of the autonomous commune post office model in the Dien Khanh area".

The title of the research paper, though simple and concise with only five words, "Model of the Commune Post Office," contains a powerful soft power weapon: it marks the end of the 80-year mission of the district post office. In other words, I, as the Director of Dien Khanh district, am taking the final steps to complete this mission.

This is to emphasize that we must confront a term that has never appeared in previous organizational models of Vietnam Post, meaning that implementing this model in practice will present many difficulties and challenges.

Within the limited scope of this presentation, disregarding all the directives from the General Corporation to the Provincial Post Office, from the drafting stage to the implementation phase… I only want to share with all of you the 150 days and nights since receiving the decision to establish 6 commune post offices and the 6 commune directors taking up their duties at the Dien Khanh regional post office.

On May 22, 2025, the Dien Khanh District Post Office had the honor of welcoming a delegation from the General Corporation, led by General Director Chu Quang Hao, to discuss the new production organization model. Preparations were intense and urgent, involving meticulous planning of revenue, expenses, and implementation. After a brief handshake, the General Director said only one thing: "Today's meeting isn't about plans or business... it's about the challenges, advantages, and the mindset of the workers regarding the new production organization model."

During the meeting, the heads of various departments within the unit, from Operations to the prospective Commune Director, all affirmed to the General Director that they faced no difficulties and were mentally prepared to adapt and complete their assigned tasks. This, however, caused concern among the General Corporation's delegation, who wondered whether the unit's leadership had communicated the core aspects of the Commune Post Office model to the employees correctly.

On August 8, 2025, Dien Khanh received the decision to establish 6 commune post offices, and on August 16, 2025, the new commune directors received their appointments. I'm sure those present at today's conference can understand the feelings of the post office staff and employees who, after waking up one morning, suddenly became commune directors… from being subordinates, they are now independent, organizing and managing their own business, closely connected with the people and local authorities. Before the initial shock could fade, confusion was already evident on their faces. They faced immense responsibility, but didn't know where to begin. In reality, the implementation of the commune post office model could be summarized in one sentence regarding its advantages, but the difficulties could fill ten pages.

On August 16, 2025, the commune directors of the Dien Khanh Regional Post Office received their assignment decisions.

From September 1st, 2025, Dien Khanh officially launched the model of commune post offices, operating in all six communes. This began with a series of meetings to assign tasks, with dedicated managers providing hands-on guidance on management and customer allocation. They worked together to identify, attract, and develop postal customers across communes, providing cross-support to commune post offices during sales campaigns, leveraging personnel from the provincial post office's business department or the General Corporation for assistance. Unit leaders visited each commune to work with, introduce, and meet with local authorities, including Party committees, People's Committees, and the police, gradually coordinating and supporting the signing of agreements for services such as public administration, social welfare, citizen identification cards, and vehicle registration renewals.

In reality, from the very beginning of implementing the commune post office model, the staff faced a lot of pressure having to interact and work with commune chairmen who had previously held positions as district chairmen and vice-chairmen, as well as specialists from various departments and agencies. They needed time to improve their intellectual capacity and hone their communication skills to successfully complete their tasks. Over time, the commune directors gradually overcame their initial apprehension and unfamiliarity, confidently working with the staff of the new government departments. In practice, we realize that not only we faced difficulties in gradually implementing the new model, but the new commune-level local governments also faced numerous challenges and pressures. For example, in Dien Khanh commune, the head of the Culture and Social Affairs Department, who was formerly the deputy head of the Education Department and now manages the Social Welfare sector, was unable to fully grasp the information in this area and therefore sought advice and support from the Post Office, from contracts to the task implementation process. In Dien Lac commune, the vice-chairwoman of the committee, who was originally a specialist at the Department of Natural Resources and Environment, was assigned the task of developing social insurance and health insurance for the commune. She invited collaborators, postal workers, the commune director, the district director, and even the provincial director, Mr. Tran Thanh Binh, to three meetings to seek advice and support for service development… and many other difficult stories from other communes show how our commune directors have transformed the challenges of their fledgling local governments into advantages in coordinating and developing services for their communes…

On November 19, 2025, an unannounced great flood struck Khanh Hoa province, with Dien Khanh being the hardest hit area. Tears were shed over the devastation it left behind, and all 54 workers from Dien Khanh were devastated by the scene of ruin and destruction in their homes and the commune's post offices.

With immediate and continuous support from the leadership, staff from various departments of the Provincial Post Office, and other partner units after the floodwaters receded, the Dien Khanh Post Office quickly overcame the consequences and restored its business operations. The commune directors worked alongside the unit's leadership, leveraging their connections to seek financial support for their staff and the local community, contributing to timely motivation of the workers and enhancing the image of the commune's post office.

Going through those difficult times was an experience that proved the maturity of the commune's management team, working together to support the commune post offices and staff families in quickly rebuilding their lives, stabilizing their businesses, and upholding their responsibility to their work and community by sacrificing valuable financial resources for their staff and the people of their commune.

Along with the unit's business results in 2025, the dynamic, creative, and enthusiastic team of young commune directors contributed to the success of Dien Khanh Post Office, making it one of the top units in Khanh Hoa province to successfully complete its 2025 plan.

In 2026, right from the start, the commune post offices were fully equipped by the Khanh Hoa Provincial Post Office with an organizational structure of "self-governing commune post offices," managed by the commune director, with its own financial mechanism, revenue and expenditure targets assigned to each commune post office, and especially, the commune director had complete autonomy in recruiting seasonal personnel, managing finances, and implementing business activities, marketing to customers, and exploiting the strengths of the market in their assigned area. Along with numerous competitive programs across all services in the first 90 days of the year, with detailed production targets assigned to each commune post office and valuable prizes, this will be a driving force to encourage the dynamism and creativity of the young workforce to successfully achieve the goals of 2026.

Let us support each other in overcoming obstacles and finding solutions for development. "

We wish the leadership of Khanh Hoa Provincial Post Office and all the staff in its departments continued strength, resilience, and unwavering spirit to support and assist the 700 workers of Khanh Hoa 24/7, helping them overcome challenges and successfully reach their goals in 2026.
