The Department of Home Affairs cooperates with units and enterprises supplying labor export, creating a network of support, consulting, and synchronous recruitment, helping workers easily access the foreign labor market safely, legally, and sustainably. In particular, workers working abroad not only increase their income but also learn international experience to develop their future careers.
Expanding the overseas labor market
To expand the overseas labor market, the Department of Home Affairs presides over and coordinates with the Social Policy Bank and the People's Committees of communes and wards to regularly organize conferences to deploy and guide policies to support loans from local budgets; at the same time, propagate legal regulations, policies and regimes on rights and benefits when participating in labor export activities for workers in need. In addition, regularly distribute leaflets and notices to localities about activities of sending Vietnamese people to work abroad under contracts implemented through the program deployed by the Ministry of Home Affairs .

In 2025, the Department of Home Affairs will compile and distribute 1,000 handbooks on labor export to workers in communes and wards. The Department of Home Affairs will coordinate with units to promote, advise, and guide careers, helping workers and students understand the process of participating in labor export, limiting the situation of working abroad through illegal brokers.
Specifically, in October 2025, the Department coordinated with Truong Son Trade - Service and Labor Export Joint Stock Company (COOPIMEX, Ho Chi Minh City) to organize a labor export consultation program at Dong Nai High Technology College. At the consultation session, students were provided with information on participation conditions, recruitment industries, costs and benefits when working abroad. From there, creating conditions for students, students and workers to grasp information about the foreign labor market and register for labor export according to their needs.
Currently, the industries that foreign enterprises focus on recruiting include: mechanics, electronics, automobiles, welding, food processing, agriculture, nursing and many other fields. The accessible labor markets include: Japan, Korea, Taiwan and the Federal Republic of Germany... Notably, the program is also attractive with the model of Studying with a salary - working with a degree, helping participants to both earn income and be granted a degree after studying abroad and doing internships.
Recently, the Department of Home Affairs has issued a document requesting the People's Committees of communes and wards to widely inform local workers about support policies according to the provisions of Decree No. 61/2015/ND-CP regulating employment support policies and the national employment fund (abbreviated as Decree No. 61). This is an activity to promptly implement support policies, creating all favorable conditions for workers, especially disadvantaged groups, to have the opportunity to work abroad.
The cooperation in labor export in Dong Nai is bringing many job opportunities, income and skill development for workers. This is not only the right step in the province's socio-economic development strategy but also contributes to improving the position of Vietnamese workers in the international market.
According to Decree No. 61, groups eligible for loans to work abroad include: ethnic minorities, people from poor households, near-poor households, households whose agricultural land has been recovered, relatives of people with meritorious services to the revolution, and workers in poor districts (now communes and wards). Workers are supported with vocational training costs, foreign language training, necessary knowledge training, food expenses during training, and travel expenses for workers from their legal residence to the training location. In addition, workers are also supported with costs for procedures to work abroad.
Sustainable direction for the future
To open up more job opportunities for workers in the province, the Department of Home Affairs has increased coordination and cooperation with labor supply units to support, advise, recruit synchronously, and promote labor export activities. The goal of the cooperation is to create favorable conditions for workers to access official information, receive training, and participate in safe and legal labor export programs. This is the right direction, in line with the integration and development trend of the current labor market.

Currently, every year, thousands of workers in Dong Nai have been introduced, trained and participated in working abroad with stable income. In the first 9 months of 2025 alone, more than 1,300 workers were selected by organizations and businesses to work abroad, mainly in the Japanese, Taiwanese and Korean markets.
MD Group Human Resources Joint Stock Company (in Trang Bom commune, Dong Nai province) is one of many units supplying labor abroad in Dong Nai. These days, 30 students here are trying hard to study and improve their Japanese communication skills to prepare for the labor export to Japan at the end of 2025. After 2 months of training, students can communicate in basic Japanese, read and write Japanese. Importantly, students are trying to learn about the culture, geographical features, and people of the neighboring country to work and live more conveniently.
To ensure the quality of human resources exported to foreign markets, MD Group Human Resources Joint Stock Company focuses on teaching foreign languages, cultural behavior, and labor discipline according to each market.
Ms. Tran Thi Hoai Thanh, Director of MD Group Human Resources Joint Stock Company, said: This year, the company's branch in Trang Bom commune has supplied more than 200 international students and workers to the foreign market. The company has increased coordination with vocational schools to provide career orientation and job opportunities for workers, students and pupils in the province.
According to the Department of Home Affairs, in the coming time, the department will step up coordination with units to organize labor export consulting programs and provide career orientation in accordance with the requirements of each international labor market. The long-term goal is to form a sustainable chain of links between the government, businesses and workers; thereby contributing to job creation, income improvement and quality of human resources in the province.
