Regarding the implementation of the 2024 Land Law, Minister Do Duc Duy said that the first thing is to issue complete guiding documents and detailed regulations for the implementation of the Law at the central and local levels. However, at the local level, this work is still slow. According to the report of the Ministry of Natural Resources and Environment, which updated the implementation status as of October 19, out of 63 provinces and cities, only 2 localities have issued 20/20 contents prescribed by the Law; 10 provinces and cities have issued basically all, that is, 17-19/20 contents; of which 6 provinces and cities have issued very few, from 3,4,5 contents. Reporting to the National Assembly delegates, Minister Do Duc Duy said that in the same conditions, there are localities that issue very timely and complete documents such as Hai Duong and An Giang. Many localities, including those in the Central Highlands, which have limited human resources, have issued 17-19 contents. However, some localities, including centrally-run cities, have issued only 5 contents. Thus, the implementation problem in localities is very different.

Minister Do Duc Duy informed that in the past 2 weeks, especially after the Prime Minister's Official Dispatch, localities have been active and the results of issuing documents have improved a lot. Regarding the difficulties in building and adjusting the current land price list, informing delegates, the head of the Department of Natural Resources and Environment said that up to now, dozens of localities and Ho Chi Minh City have just adjusted the land price list and there are no problems. The head of the Ministry of Natural Resources and Environment said that the Ministry's Report clearly pointed out the causes, but here the main problem is the organization of the implementation of the Law. The Minister hopes that National Assembly deputies will supervise local authorities so that localities must strictly implement the provisions of the law on land, including the content related to adjusting and supplementing the land price list.

Attention to land policy for ethnic minorities

Regarding the contents related to land policies for ethnic minorities, Minister Do Duc Duy emphasized that this is an innovative, progressive and important content in the 2024 Land Law and is clearly stipulated in Article 16 of the Law. The Minister informed that in the previous period, we often used the concept of support, meaning that the State supports to the extent of its capacity. However, the 2024 Land Law stipulates the State's responsibility for land for ethnic minorities, which stipulates the State's general policies in the spirit that if not yet available, it must ensure residential land, production land, community living land, etc. for ethnic minorities. The Minister said that currently, sub-law documents have stipulated that the Provincial People's Council promulgates local policies on supporting residential land and production land for ethnic minorities. Through monitoring, many localities have issued Resolutions of the Provincial People's Council on this matter, the remaining issue is implementation.

Regarding the content of the Resolution on piloting the implementation of commercial housing projects through receiving land use rights or having land use rights, Minister Do Duc Duy said that this content has been pointed out as a difficult, complicated, and inadequate issue and has been analyzed and evaluated in the process of summarizing the implementation of the 2013 Land Law, that there are inconsistent and inconsistent regulations between the laws on land, housing and the real estate market through different stages, there are different regulations and are not consistent between the laws of these fields. Reporting to the National Assembly delegates, Minister Do Duc Duy said that in order to remove the obstacles and develop legal documents, the Ministry of Natural Resources and Environment has been assigned by the Government to be the presiding agency for this content. Up to now, the Ministry has completed the dossier and only needs to wait if the National Assembly Standing Committee agrees to add it to the meeting agenda to collect opinions from the delegates.

Also at the discussion session, the Minister of Natural Resources and Environment clearly explained the support for localities to issue technical economic norms in the land sector; adjust the National Land Use Planning for the period 2021 - 2030 with a vision to 2050 and some other related contents.
