The report at the conference stated: In 2023, the Provincial Steering Committee for Crime Prevention and Control, Social Evils and the Movement for the Whole People to Protect National Security directed agencies, units and localities to effectively implement programs and plans, especially Directive No. 48-CT/TW of the Politburo (10th tenure) on strengthening the Party's leadership in crime prevention and control in the new situation.

Currently, the province has 127 models and 2,341 mass organizations in the movement for the whole people to participate in ensuring security and order. In 2023, the province will have 1,554 residential areas, 92 enterprises, 695 agencies and 288educational institutions recognized as meeting the standards of "Security and Order Safety".

On this occasion, the Minister of Public Security awarded certificates of merit to 13 collectives; the Provincial People's Committee awarded emulation flags to 3 collectives; the Chairman of the Provincial People's Committee awarded certificates of merit to 10 individuals; the Director of the Provincial Police awarded certificates of merit to 10 collectives and individuals with outstanding achievements in crime prevention and control, social evils and the movement of the whole people to protect national security in 2023.

In 2023, the province handled 1,310 criminal cases, resulting in 26 deaths, 237 injuries, and property damage of about 169 billion VND. Crimes against life and health accounted for 20% of the crime structure, of which spontaneous conflicts accounted for 49%.

Groups of young people gathering, using weapons to fight, disturbing public order, and stealing property account for more than 32% of the crime structure. At the same time, cyber fraud crimes also occur frequently.

The police force investigated and discovered 863/1,310 criminal cases, clarified 1,491 related subjects, arrested 855 subjects, recovered assets worth over 6.3 billion VND; discovered and prosecuted 19 cases with 32 subjects committing crimes of corruption and position, recovered 3.7 billion VND of illegal money; handled 422 cases with 352 subjects committing economic crimes; 288 cases with 287 individuals violating the law on environmental protection and food safety.

Regarding drug crimes, 201 cases with 352 subjects were discovered, in addition to 98 cases with 243 subjects illegally using drugs. Seized evidence included 67.1171 grams of heroin; 228.1697 grams of ketamine; 915 ecstasy pills; 999.6902 grams of crystal meth, 11.4 kg of marijuana... The 2-level Investigation Police Agency handled 2,159 cases with 2,833 defendants; concluded the investigation and proposed to prosecute 1,107 cases with 2,010 defendants.

Synchronously deploy solutions to prevent and combat crime and social evils

According to Colonel Duong Van Long - Deputy Director of the Provincial Police, Deputy Head of the Provincial Steering Committee, the work of preventing and combating crime, social evils and the movement of the whole people to protect national security has achieved important results but there are still shortcomings and limitations that need to be focused on overcoming in the coming time.

The Deputy Director of the Provincial Police emphasized: Although the law has been propagated, disseminated, educated, and informed about the methods and tricks of criminals, a part of the people still lack vigilance, creating conditions for criminals to operate.

In particular, cyber fraud crimes are increasing, the rate of investigation and solving cases is only 25.4%, while this type of crime accounts for 23.74% of the crime structure. Human trafficking crimes tend to increase. Criminals are often abroad, using junk SIM cards, making it difficult to investigate and handle.

Sharing experiences in implementing the movement of the entire people to protect national security in the area, Mr. Nguyen Ngoc Ngo - Permanent Vice Chairman of Phu Thien District People's Committee - said: The whole district has built 11 models to prevent and combat crimes and social evils. Of which, the model "Returning to faith, keeping peace in villages and hamlets" has brought the highest efficiency. This model has been replicated in 8 communes and towns; mobilizing 111/327 households with 485/1,324 "Dega Protestant" subjects to return to legal religious activities.

Assessing cybercrime, Lieutenant Colonel Dinh Van Son - Deputy Head of the Department of Cyber Security and High-Tech Crime Prevention of the Provincial Police - said: In 2023, the authorities recorded 208 cases of citizens reporting that subjects took advantage of cyberspace to defraud and appropriate property worth about 84 billion VND.

Of the total 208 cases of taking advantage of cyberspace to commit fraud and appropriation of property, the provincial police force has prosecuted 112 cases, of which 11 cases with 15 defendants were concluded and transferred to the Procuracy for prosecution.

To prevent this type of crime, people need to be vigilant, not believe and listen to unverified information. Along with that, telecommunications, mobile and internet service providers need to effectively clean up mobile subscriber information.

The police and local authorities need to increase propaganda and warnings about the methods and tricks of this type of crime. Be proactive in handling reports of crimes that take advantage of cyberspace, actively track electronic traces and money flows; and focus on limiting damage.

Concluding the conference, Colonel Duong Van Long emphasized: In 2024, the crime situation is forecast to remain complicated, especially drug crimes, cyber crimes, criminal crimes, human trafficking, etc.

Therefore, the Steering Committees at all levels need to implement the directives and regulations of the superiors on crime prevention and social evils and the movement of the whole people to protect national security. Strengthen propaganda to raise people's vigilance in preventing crime and social evils. Enhance the responsibility of leaders, closely coordinate forces in performing public duties to prevent organized crime.

At the same time, intensify the peak periods of crime suppression, review and destroy drug trafficking rings, promptly combat and clarify violations. Close coordination between prosecution agencies, promptly bring human trafficking cases to mobile trials for deterrence and education. In 2024, each locality needs to build a model for ensuring security and order.
