According to the city's Department of Finance, Da Nang's investment environment is becoming increasingly stable and transparent. The implementation of specific mechanisms and policies, along with resolutions of the National Assembly, has contributed to perfecting the legal framework for investment and business activities.
A concrete example is the continued growth of the business community. From the beginning of the year to April 20, 2026, the city issued new business registration certificates to 2,340 businesses and 225 branches and representative offices, with a total registered charter capital of VND 10,479 billion. Compared to the same period in 2025, the number of newly established businesses increased by 46.8% and the total registered capital increased by 62%, showing a strong trend of market entry in both quantity and capital scale.
To date, there are over 61,000 businesses, branches, and representative offices operating in the city. These figures demonstrate continued market confidence.
Furthermore, from the beginning of the year to April 20, 2026, the total domestic investment attracted reached VND 70,846 billion, three times higher than the same period in 2025; the total registered foreign direct investment (FDI) reached USD 237.7 million, double the amount compared to the same period in 2025. Many key projects are being accelerated, such as Van Village, Danang Downtown, Lien Chieu Port, etc., contributing to creating more room for growth and development for the city in the coming time.
In the context of organizational restructuring and consolidation, digital transformation is becoming a crucial pillar in improving the investment environment. The city has focused on building digital infrastructure, digital data, and digital government, creating significant changes in administrative reform and attracting investment.
According to the Department of Science and Technology, the total number of online public services in the city is 2,221 out of a total of 2,293 administrative procedures, reaching a rate of 96.8%; 100% of administrative dossiers are processed electronically; the city's data center meets international Tier III standards, becoming an important platform for a smart city.
In the business sector, more than 3,000 enterprises have received support for digital transformation; 52 high-tech projects have been attracted to the high-tech zone; the digital economy now accounts for more than 22% of the city's GRDP.
Simultaneously, the digitization of land data, planning, and administrative procedures has enhanced transparency, reduced legal risks, and helped businesses access information faster, more accurately, and more effectively in investment, production, and business operations.
Digital transformation is becoming the foundation for restructuring the way government administration operates, thereby reducing compliance costs and enhancing the competitiveness of the investment environment.
Digital transformation is also becoming a key driver for attracting investment in high-tech fields such as semiconductors and artificial intelligence. The city aims to attract at least 15 projects in the fields of information technology, mechatronics, robotics, and environmental technology by 2026.

Identify the obstacles.
At the 2026 Business Dialogue Forum themed "Removing Obstacles - Achieving Breakthrough Success," held on May 8th, city leaders frankly acknowledged that the results achieved are still not commensurate with the potential and room for development; some bottlenecks in institutions, administrative procedures, land, and resources are still hindering the development of businesses.
According to Vice Chairman of the Ho Chi Minh City People's Committee Ho Quang Buu, the issues that businesses are most concerned about currently focus on the following groups: construction; finance and banking; investment promotion and business support; administrative procedures and compliance costs; labor and human resources…
Specifically, businesses proposed removing legal bottlenecks related to land: promptly issuing guidelines for the implementation of the 2024 Land Law, especially transitional provisions to address "stalled" projects resulting from inspection and audit conclusions; accelerating the land valuation process, perfecting the mechanism for determining land prices for commercial and service purposes, and considering specific factors for large-scale projects to enable businesses to fulfill their financial obligations.
Regarding administrative procedures, the government needs to genuinely reduce bureaucracy, especially in construction permits and project deadline extensions due to objective reasons (such as slow land clearance).
Regarding the development of the human resources ecosystem, the city needs to invest in social housing projects, worker housing, and educational infrastructure in key areas to retain its workforce.
The city will direct relevant agencies to expedite the compensation and resettlement process. Investors must clarify their responsibilities for delays and commit to the schedule, ensuring no additional costs are incurred.
Regarding material prices, the Department of Construction is publishing supplementary information for materials experiencing unusual price fluctuations, as directed by the Prime Minister in Official Dispatch No. 25/CĐ-TTg dated March 21, 2026.
Regarding capital disbursement, the City People's Committee has issued Directive No. 04/CT-UBND dated April 29, 2026, setting a target of disbursing 100% of the 2026 capital plan through flexible acceptance, payment, and capital reallocation.
Regarding labor and employment, the city will direct efforts to increase the matching rate between "supply and demand" in the job market, while also researching related social infrastructure.
Regarding administrative procedures, the city is committed to inspecting businesses no more than once a year, and all documents are processed publicly at the Public Administrative Service Center.
