Some contents of the Plan to implement the Law on Personal Data Protection

On November 29, 2025, the Prime Minister signed Decision No. 2623/QD-TTg promulgating the Plan for implementing the Law on Personal Data Protection. The Law takes effect from January 1, 2026.

The plan aims to specifically define the work content, deadline, completion progress and responsibilities of relevant agencies and organizations in implementing the Law; determine the responsibilities and coordination mechanism between ministries, ministerial-level agencies, Government agencies, People's Committees of provinces and centrally run cities in carrying out activities to implement the Law nationwide; raise awareness of the Law and responsibilities of all levels, sectors and localities in implementing the Law.

The plan focuses on implementing the following important tasks:

1. Propaganda and dissemination of laws on personal data protection

According to the Plan, in 2025 and the following years, the Ministry of Public Security, the Ministry of Justice, the Ministry of Education and Training, the Ministry of Culture, Sports and Tourism, the Voice of Vietnam , Vietnam Television, Vietnam News Agency and other press, radio and television agencies shall coordinate with ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally run cities to organize propaganda, dissemination and education of laws on personal data protection;

The Ministry of Public Security shall preside over and coordinate with ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally run cities to organize specialized training courses and foster legal knowledge and skills in personal data protection. Implementation period is in 2025 and the following years.

The Ministry of Public Security compiles documents to serve the dissemination of the Law and legal documents detailing and guiding its implementation; guidance documents, propaganda, and raising awareness about personal data protection.

2. Review of legal documents

The plan clearly states that the Ministry of Public Security will review legal documents related to the Law under its state management authority; ministries, ministerial-level agencies, and People's Committees of provinces and centrally run cities will review legal documents related to the Law within the scope, fields, and areas of assigned state management.

Implementation time: Ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities shall send the review results to the Ministry of Public Security before December 15, 2025. Meanwhile, the Ministry of Public Security shall synthesize the review results and report to the Prime Minister before December 31, 2025.

3. Building a National Portal on Personal Data Protection

In 2026 - 2027, the Ministry of Public Security will build a National Information Portal on Personal Data Protection to provide information and propaganda on the Party's guidelines, policies and the State's laws on personal data protection; support and guide, raise awareness and skills on personal data protection for agencies, organizations and individuals; receive and handle feedback and recommendations from relevant agencies, organizations and individuals; and carry out other activities in accordance with the provisions of law on personal data protection.

The Ministry of Public Security shall preside over and coordinate with the Government Office and relevant agencies to develop a Prime Minister's Decision promulgating the National Program on Personal Data Protection. The issuance deadline is before December 31, 2026.

The Ministry of Public Security shall preside over and coordinate with ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-run cities, other relevant agencies and organizations to organize inspections of the implementation of the Law and legal documents detailing and guiding its implementation. The implementation period is from 2026 and the following years.
