
Recognizing that social monitoring and criticism are central and ongoing tasks, the Duy Ha Ward Fatherland Front Committee has proactively developed annual monitoring programs and plans, selecting the right issues of public concern and those that directly impact people's lives. The focus of monitoring is on administrative reform, land management, land clearance, basic construction investment, implementation of social welfare policies, building a civilized urban environment, and the implementation of grassroots democracy regulations.
Social critique activities are being implemented in an increasingly systematic and organized manner through participation in providing feedback on draft resolutions, plans, and projects for socio -economic development, urban planning, medium-term and annual public investment plans, as well as major programs and projects in the area. The critiques are meticulously prepared, based on practical evidence, and stem from the legitimate interests of the people. As a result, they are acknowledged, accepted, and appropriately adjusted by the Party committees and authorities.

Comrade Pham Thi Tien Giang, Chairwoman of the Vietnam Fatherland Front Committee of Duy Ha Ward, said: “The serious implementation of Decisions 217 and 218 has created a clear change in the awareness and actions of the entire political system at the grassroots level. Through social supervision and criticism, many issues arising from practice have been detected early, and timely recommendations have been made, contributing to improving the effectiveness of government management and administration and strengthening the people's trust.”
One of the areas regularly monitored by the Fatherland Front of Duy Ha ward is administrative reform and the quality of service to the people. Through this monitoring, the Fatherland Front has recommended that the ward government strengthen administrative discipline and order, enhance the sense of responsibility of officials and civil servants; promote the application of information technology and digital transformation in resolving administrative procedures, and improve the quality of service to the people.
In 2025, Duy Ha ward received 6,150 incoming documents and issued 1,900 outgoing documents. The ward's Public Administrative Service Center welcomed and guided over 10,000 people seeking to resolve administrative procedures; it received 8,255 various types of dossiers, of which 99% were processed online. As a result, 8,147 dossiers were resolved and results returned on time, achieving 99.8%; 100% of the results of administrative procedures were digitally signed and stored electronically. With these results, Duy Ha ward ranked 17th out of 129 communes and wards in Ninh Binh province in the administrative reform index.
These figures demonstrate that the Vietnam Fatherland Front's supervisory role has significantly contributed to building a service-oriented administration, using the satisfaction of citizens and businesses as a benchmark.

Through monitoring and social criticism, the implementation of socio-economic development tasks in Duy Ha ward has achieved many positive and comprehensive results in all areas.
In 2025, total state budget revenue in the area is estimated to reach VND 2,937.46 billion, exceeding the provincial target (VND 2,196.18 billion). Average per capita income will reach VND 80.40 million/year; the poverty rate according to the multidimensional poverty standard will decrease to 0.81%; the rate of people participating in health insurance will reach 93.80%; and the rate of culturally exemplary households will reach 95.25%.
The industrial and handicraft sector continues to develop steadily, with the Dong Van I, II, and III industrial zones covering an area of 332.2 hectares within the ward. The ward currently has over 395 businesses and households, employing more than 30,000 workers. The value of industrial and handicraft production is estimated at 456.77 billion VND, with an average annual growth rate of 16.02%, accounting for 35.51% of the economic structure.
Trade and services have developed strongly, diversifying in types and linked to urban development. Total retail sales of goods and service revenue reached VND 685.29 billion, with an average growth rate of 19.98% per year, accounting for 62.73% of the economic structure. In the agricultural sector, despite the shrinking area of cultivated land, the ward still maintains efficient production with 2 cooperatives and 2 cooperative groups; the value of agricultural and aquatic production reached VND 37.68 billion.

The Fatherland Front of Duy Ha ward closely monitors land planning, management, environmental resources, and land clearance. Currently, Duy Ha ward has achieved 100% of its area covered by zoning plans, implementing 5 projects with a total area of 81.79 hectares, ensuring transparency and compliance with regulations. The movement to build a ward that meets the standards of a civilized urban area has been implemented comprehensively; to date, the ward has achieved 51 out of 52 criteria for a civilized urban area, with 12 civilized streets recognized.
Cultural and social fields, education and training, healthcare, policies for war veterans, poverty reduction, and social assistance continue to receive attention. 100% of schools meet national standards, healthcare for the people is ensured; policies for war veterans, poor households, and social welfare beneficiaries are implemented fully and promptly. In 2025, the ward supported the construction and repair of 25 houses for war veterans, poor households, and households with difficult circumstances, with a total budget of over 1 billion VND.

Assessing the role of the Vietnam Fatherland Front in social supervision and criticism, Ms. Ngo Thi Huong Lan, Secretary of the Party Committee and Chairwoman of the People's Council of Duy Ha Ward, emphasized: "Given the newly established ward, its large geographical area, and the numerous emerging issues, the role of the Vietnam Fatherland Front in social supervision and criticism becomes even more crucial. The Party Committee always creates favorable conditions for the Vietnam Fatherland Front to effectively perform this function in accordance with the spirit of Decisions 217 and 218; considering it an important channel to help the Party Committee and government promptly grasp the situation at the grassroots level and adjust policies and leadership measures to suit practical realities."
In reality, improving the effectiveness of social supervision and criticism according to Decisions 217 and 218 has helped the Duy Ha Ward Fatherland Front Committee clearly demonstrate its role in representing and protecting the legitimate rights and interests of the people; at the same time, it has made an important contribution to achieving socio-economic development goals and building Duy Ha Ward into an increasingly prosperous, beautiful, and civilized place.
