Heavy rain affects the progress of Dong Nai river embankment project

In June 2025, the Dong Nai River Bank Reinforcement Project through Tan An Commune and Trang Dai Ward (Pho Da Pagoda and Tan An Peak) began construction. This is one of the key projects of Dong Nai Province, aiming to prevent erosion, landslides and improve the urban landscape. However, the continuous heavy rain in the past few days has affected the project's progress.

In recent years, the land along the Dong Nai River has often been eroded, affecting the houses of people living along the river. Therefore, the Dong Nai River Bank Reinforcement Project, the section passing through Tan An Commune and Trang Dai Ward (Pho Da Pagoda area and Tan An curved peak) is highly anticipated by the people.

Hope the project is implemented quickly

Mr. Nguyen Van Du's family (residing in Vam quarter, Trang Dai ward) has lived along the Dong Nai river for more than 60 years. His family's life is closely linked to the river, fishing every day to earn a living. In recent years, the land along the river has gradually eroded, Mr. Du's house is only about 15m above the water level. Due to the unstable geological structure, the wall of the level 4 house has cracked, and many surrounding areas have collapsed.

“It has been raining heavily in the past few days, the river water has risen, especially when the Tri An Hydropower Plant released floodwaters. The land around the house has almost completely eroded, we don’t know when the house will collapse, we just hope the river embankment project will be completed soon so that people can stabilize their lives,” Mr. Du said worriedly.

Previously, Mrs. Le Thi Cho's family (residing in Hamlet 9, Tan An Commune) had 500 square meters of land growing water spinach along the riverbank. Now, this land has been submerged by water. The house is located along Provincial Road 768, behind is the riverbank, the land is often eroded. Not only Mrs. Cho but all households living along the riverbank are very excited when the embankment construction project is implemented. Most households have built houses and lived stably along the riverbank for decades, so they do not want to move elsewhere.

Regarding the 2025 capital plan, the project was allocated 70 billion VND. By the end of October, the project had disbursed 40 billion VND, reaching 57% of the plan, behind schedule compared to the commitment. In the coming time, the Investment Project Management Board of Region 9 will coordinate with the Vinh Cuu Branch Land Fund Development Center and the People's Committee of Tan An Commune to continue to mobilize households to hand over the site early, in order to speed up the project progress. In the immediate future, the unit will take advantage of construction in advance at locations where the site has been handed over, striving to complete the project by April 2026.

According to statistics, the project has recovered land in 33 cases, of which 27 cases include 46 plots of land in Tan An commune, the rest in Trang Dai ward. In September 2025, Tan An commune issued a notice of land recovery to households and organizations. Currently, the Vinh Cuu branch of the Land Fund Development Center and the People's Committee of Tan An commune have completed the survey, measurement and counting of the recovered area in the area. The People's Committee of Tan An commune is carrying out the work of confirming the origin of the land. Along the route, there are still 2 households that have not agreed to hand over the land. For the recovered area in Trang Dai ward, the People's Committee of the ward has not yet issued a notice of land recovery.

Mr. Nguyen Giang Chau, Vice Chairman of Tan An Commune People's Committee said: "Public land areas and areas at risk of landslides will be handed over to the construction unit first. Most people request that the authorities consider compensation for assets and crops first, and only hand over the land after receiving compensation. Therefore, Tan An Commune People's Committee will coordinate with the Investment Project Management Board of Region 9 and the Vinh Cuu Branch of the Land Fund Development Center to continue to mobilize people to hand over the land to implement the project."

Overcome difficulties, speed up progress

According to the design, the Dong Nai River embankment construction project has a total investment of more than 143 billion VND, capital from the provincial budget. The total embankment length is nearly 1.2 km. In addition, the project will build 2m wide sidewalks with protective railings along the route, creating a cool space for pedestrians. The project is built to protect houses along the riverbank, contributing to improving the environmental landscape and beautifying the urban appearance.

Mr. Au Ngoc Thon (residing in Hamlet 9, Tan An Commune) is very excited when the Dong Nai River embankment project is implemented. Mr. Thon's family has 20 square meters of land along the river that was confiscated to implement the project. Although he has not received compensation yet, Mr. Thon is willing to hand over the site to the construction unit. "If the embankment and sidewalks are built along the route, the landscape and environment of the riverbank area will become clean and beautiful, and people will have a place to walk and exercise in the morning" - Mr. Thon excitedly shared.

Due to the complex terrain, the implementation of the project encountered many difficulties. In addition, prolonged heavy rain affected the construction progress. To date, the project has completed 29% of the volume. The project has a duration of 300 days, expected to be completed before April 29, 2026.

Mr. Huynh Ngoc Cong, a technical officer of Hai Duong Dike Construction and Rural Development Joint Stock Company, the construction unit, said: "Most of the construction works are underwater, so we have to take advantage of the low tide. Depending on the weather conditions, the unit will arrange for workers to work overtime. It has been raining heavily for many days and the Tri An Hydropower Plant has released water through the spillway to regulate the reservoir twice. Therefore, the project had to temporarily stop construction for many days."

The objective of the Dong Nai River Bank Reinforcement Project is to prevent overflow caused by floods from upstream, help drain water, prevent erosion and landslides in the area, contribute to protecting houses and residential areas; at the same time, improve the urban appearance and environment along the riverbank. Given the importance of the project, the investor has been urging the construction unit to work overtime to ensure the progress and capital disbursement plan in 2025.
