In Nghe An , heavy rain caused many streets in Vinh City to be deeply flooded, many motorbikes and cars stalled, and many households in low-lying areas had their houses flooded. Schools had to let students stay home to ensure safety. Landslides also occurred in mountainous districts of the province, forcing dozens of households to evacuate urgently. Floods caused a house in Thong Thu Commune (Que Phong District) to collapse due to a landslide, affecting 41 nearby households. Que Phong District authorities urgently evacuated 26 households in 5 communes with landslides, with 126 people, out of the danger zone. Landslides also occurred in some locations in Ky Son District and authorities urgently evacuated 8 households.

Heavy rain lasting for many hours, the water rose quickly, causing 2 chicken farms raising thousands of chickens in Nghi An commune (Vinh city) and Dien Thinh commune (Dien Chau district) to die. Of which, the chicken farm of Mr. Nguyen Ngoc Huy (Nghi An commune, raising about 17,000 broiler chickens, about to be sold) was affected by rising water, electrical short circuit causing more than 9,000 broiler chickens to suffocate due to the ventilation fan stopping working, causing damage of about 1.5 billion VND.
In Ha Tinh , heavy rains on the morning of September 23 caused many streets in Ha Tinh City to be partially flooded. Also on the morning of September 23, floods on rivers rose rapidly, causing many roads in the mountainous districts of Huong Son and Huong Khe to be cut off. Schools in the two localities allowed more than 9,000 students to stay home. Prolonged rains also caused a large amount of soil and rock on the slope of National Highway 8A (through Son Kim 1 Commune, Huong Son District) to slide down onto the road, causing traffic congestion. By 12:30 p.m. the same day, National Highway 8A was reopened.
