The small house of Mrs. Dinh Thi Hue's family in Kim Dien commune, Quang Tri province, was completed just before Tet (Lunar New Year). The walls still smelled of fresh plaster, the furniture was new, and the kitchen was tidy – something her family had only dared to dream of for many years. "Thank you to the Party, the State, the commune, and the province for giving us a warm and happy home. Tet is coming soon, and having a new house makes everyone very happy," said Mrs. Hue.

The soft golden spring sunshine shines on the newly tiled roofs of the Ruc (Chut) people's houses in Kim Phu commune, Quang Tri province. The people here have enjoyed restful nights knowing that the wind cannot penetrate through the cracks in the doors and the rain does not leak into their homes.
Just a few months ago, the five members of Ms. Ho Thi Xien's family, in Mo O O O village, Kim Phu commune, Quang Tri province (formerly Minh Hoa district, Quang Binh province), were living in a dilapidated, rickety wooden house that could collapse at any moment. This Tet (Lunar New Year), Ms. Xien's family has moved into a sturdy new house. On the porch, several banana leaves have been washed and neatly arranged, ready for wrapping the traditional Tet cakes. By the newly lit fire, the newly built house feels warmer than in previous years.
Ms. Ho Thi Xien's family was filled with joy as they celebrated Tet (Lunar New Year) for the first time in a sturdy house. She shared: "Previously, my family lived in a dilapidated, run-down house. Now, thanks to the Party and the State's support in providing us with a new house, we are very happy. This year, we have a new house to celebrate Tet in."

The joy was multiplied for the Ruc people in Kim Phu commune when the "Spring Border Guard - Warming the Hearts of the Villagers" program 2026 came to the Ruc people of Quang Tri province at a time when they had just received new houses. This program distributed many Tet gifts through the "zero-cost stall" model, bringing a warmer spring.
Since its merger, Quang Tri province has a large geographical area, with many regions frequently affected by natural disasters, storms, and floods. The situation of temporary and dilapidated houses remains a constant worry for many poor households and families receiving social welfare benefits. The program to eliminate temporary and dilapidated houses is not only about providing housing but also about offering a foundation, helping people feel secure and stable in their lives.

Mr. Thai Van Chung, Vice Chairman of the Vietnam Fatherland Front Committee of Kim Phu commune, Quang Tri province, said that in addition to providing financial support for building new houses, the local government and organizations also mobilize resources to provide additional seedlings and livestock to help people have sustainable livelihoods.
“Previously, living in temporary, dilapidated houses, especially during Tet (Lunar New Year) and particularly during storms and cold weather, people faced many hardships. After the temporary and dilapidated houses were eliminated under the Government's plan, people were very happy. This Tet, being able to live in spacious, warm homes, people are very excited,” Mr. Chung said.

Thanks to government support, the joint efforts of the Fatherland Front, mass organizations, armed forces, businesses, and the community, hundreds of new houses have been built throughout Quang Tri province. Each house tells a story of compassion, a spring arriving early.
For many years, Le Thi Nga, a single mother in Hamlet 5, Nam Trach Commune, Quang Tri Province, lived in constant anxiety and worry every time a storm or flood hit. Her old, dilapidated wooden house, riddled with termites, threatened to collapse at any moment. On stormy nights, she and her children huddled together, shivering with fear. This Tet (Lunar New Year), she and her children are overjoyed to move into their new home.
Seeing her children studying in their newly painted little room, Ms. Nga was moved to tears. Ms. Le Thi Nga confided: "This Tet holiday, my children have a private study corner, which has been our family's dream for many years. Before, our grandparents left us an old, dilapidated house, difficult to live in during the hot season and the rainy season, with storms and strong winds at night. Now, the authorities have helped my children and me build a new house to live in, so we don't have to worry about the rain and wind, and my children have a decent place to stay when they come home from school."

In these new homes, the hearths burn brighter, and the pots of sticky rice cakes emit the fragrant aroma of freshly cooked rice. The simple, sincere words of gratitude from the people here to the Party and the State are the clearest evidence of the significance of the program to eliminate temporary and dilapidated houses – building houses to maintain faith, creating warm homes to nurture hope.
Mr. Tran Huu Ninh, Deputy Director of the Department of Ethnic Minorities and Religions of Quang Tri province, said that the program to eliminate temporary and dilapidated houses has supported more than 5,400 new houses for poor and near-poor households, achieving a 100% completion rate. This Tet holiday, the people were able to celebrate in their new homes. This is a meaningful gift that realizes the policy of focusing on and serving the people.
“We have mobilized the entire political system from the provincial to the commune level. We have mobilized resources from organizations, businesses, philanthropists, and individuals to create additional resources, along with the state budget, to build sturdy housing for the poor. Currently, the province has achieved the goal of eliminating temporary and dilapidated houses for poor households, near-poor households, and people with meritorious services in the area,” Mr. Ninh affirmed.

Spring arrives, knocking on the doors of new homes. There, joy lies not in material abundance, but in the peaceful, warm feeling of a sturdy house. For many families in Quang Tri province, this is the first spring they celebrate Tet (Lunar New Year) in their new homes, igniting hope for a brighter future.
On November 24, 2023, the Central Committee of the Communist Party of Vietnam issued Resolution No. 42-NQ/TW on continuing to innovate and improve the quality of social policies; which sets the goal of completely eliminating temporary and dilapidated housing for poor households, near-poor households, and people affected by natural disasters and climate change by 2030.
- To date, the whole country has eliminated more than 334,000 temporary houses, dilapidated houses, and houses that do not meet the "three solid" standards; nearly 50 trillion VND has been allocated to this program. Vietnam has now basically completed the goal of eliminating temporary and dilapidated houses nationwide, reaching the target 5 years and 4 months ahead of schedule compared to the goal set in Resolution No. 42-NQ/TW.
- Many localities have proactively and creatively mobilized resources to provide support at a level higher than the general support stipulated by the Central Government for each household, such as: Tuyen Quang and Thanh Hoa providing an additional 80 million VND; Ha Nam providing an additional 120 million VND; and Da Nang city providing an additional 60 million VND - 100 million VND for households building new houses.
- In over a year, the whole country mobilized more than 2.7 million man-days of labor with 454,000 people participating in supporting the people. Implementing the program to eliminate temporary and dilapidated houses has given rise to many good models and approaches such as "Everyone lends a hand to build a warm home"; "Neighborly solidarity, even a tiny bit of gold is donated"; "Three strong principles in the hearts of the people"; "A tiny bit of land, a gesture of kindness"; "Volunteer shock teams"; "Mutual labor exchange teams to help each other build houses"; "A day of outdoor activities to help the people"...
