According to the provisions of Clause m, Article 2 of the Law on Social Insurance 2024, Point a, Clause 2, Article 3 of Decree No. 158/2025/ND-CP, the business owner of a business household that has registered for business and paid taxes according to the declaration method is subject to compulsory social insurance participation from July 1, 2025, except in the case where the business owner is a person receiving a monthly pension or social insurance allowance or has reached the prescribed retirement age.

Business owners can choose the salary level as the basis for compulsory social insurance contributions, but it must not be lower than the reference level (currently 2,340,000 VND) and not higher than 20 times the reference level at the time of contribution.

Minimum contribution level: Based on the current reference level, the minimum social insurance and health insurance contribution level of a business owner is 690,300 VND/month (equivalent to 2,340,000 VND x 29.5%).
