The General Secretary believes that these two national target programs are not only for the health or education sectors, they must escape the framework of fields and sectors, they must be truly national programs that the whole society must do.
The General Secretary also pointed out that we have many national target programs, but recently we had to merge some programs because of duplication, which took a lot of time and meetings, but looking back, the results were not as expected. Therefore, we need to rearrange the national target programs to ensure the final goal is the best. Particularly for education and health, we need to have separate national target programs for smooth implementation.
National health goals must be achieved outstandingly.
Regarding the health program, the General Secretary said that the set goals must be very clear. By 2030 and 2035, the health sector must meet higher requirements in improving health examinations for the people, meaning that the national goal must be outstanding. The General Secretary said that primary health care for the people must prioritize preventive medicine instead of medical examination and treatment. Medical examination and treatment are like firefighting, because preventive medicine is poor, the disease develops seriously, so we must focus on surgery, treatment, and emergency care, which is not the main nature of the national target program.
Therefore, we must look at the existing problems, for example, tuberculosis, which the world has eliminated for a long time, so we must set a goal to end tuberculosis. The General Secretary said that we need to focus on eliminating infectious diseases, the world has gone very far in this, while we are still haunted by infectious diseases. The health program needs to focus on specific goals like that.
Similarly, we need to have targets for non-communicable diseases, from improving the air environment, drinking water, and food hygiene because these are the causes of many diseases. If we only focus on curing diseases but let the environment be polluted, water be dirty, and food be indiscriminately eaten, then we will not solve the root cause of the disease.
That is the demand of the people, that water can be drunk right from the tap, food and drink must be hygienically guaranteed, if food hygiene and safety are not ensured, no matter how many hospitals are built, it will not be enough; no matter how many doctors are trained, it will not be able to meet the demand. So how to invest to solve these problems, the national target program must pay great attention to that, not to solve the normal problems of the health sector, it will be very wasteful, the General Secretary acknowledged.
Regarding investment in the two national target programs, the General Secretary emphasized the first issue is infrastructure and equipment, the second is that teachers and doctors must be qualified, well-trained, have good personalities, and be respected by society...
The General Secretary said that education has many goals, for example, the number of teachers in the classroom, we can take the initiative in schools, classes, and the number of students. "Why do we have to ask for teacher staff? If there are students, there must be classes; if there are students, there must be schools; we must ensure that all children can go to school. But in reality, management has created difficulties; in some places, there are only 5-6 students but 10 teachers. This is a waste," the General Secretary pointed out.
Therefore, the Central Government recently had a policy to build 248 boarding schools in border communes to ensure that students have solid, standard schools, ensure access to quality, equal education for students as well as ensure the quality of life of teachers in border areas.
Similar to the issue of staff, the General Secretary said that to implement English as a second language, there must be enough English teachers. There are many shortcomings in reality, the education sector must overcome the usual, that is also what the people are expecting, education must truly be fundamentally reformed.
According to the General Secretary, the ultimate goal is for people to enjoy, but it is also necessary to calculate to ensure resources are not dispersed and goals are achieved.
