
Currently, the policy to support the elderly is stipulated in Decree No. 20/2021 and amended and supplemented by Decree No. 76/2024.
Adding 2 groups of elderly people to receive social pension benefits
Decree No. 76/2024 stipulates that the standard social allowance from July 1, 2024 is 500,000 VND/month. Decree 20/2021 stipulates that there are 4 groups of elderly people receiving monthly social allowance. Elderly people are Vietnamese citizens aged 60 and over.
1. Elderly people from poor households, without anyone with the obligation and right to support them, or have someone with the obligation and right to support them but are receiving monthly social benefits.
2. People aged 75 - 80 years old from poor households, near-poor households (not in the first case) living in communes and villages in ethnic minority and mountainous areas with special difficulties.
3. People aged 80 and over (not in the first case) who do not have pension, social insurance benefits or monthly social benefits.
4. Elderly people who are poor, have no one with the obligation and right to support them, do not have the conditions to live in the community, are eligible for social assistance facilities but have someone to raise and care for them in the community.
According to Vietnam Social Security, the Social Insurance Law 2024 will take effect from July 1, 2025, adding social pension benefits for the elderly.
The Government has drafted a decree detailing and guiding the implementation of a number of articles of the 2024 Law on Social Insurance on social retirement benefits.
The draft notes that depending on socio- economic conditions, the ability to balance the budget, and mobilize social resources, the People's Committee at the provincial level shall submit to the People's Council at the same level a decision on additional support for social pension beneficiaries.
Accordingly, there are two groups of elderly people who are entitled to social pension benefits.
1. Group 75 years old and over, not receiving pension or monthly social insurance benefits.
2. Group from 70 years old to under 75 years old belonging to poor households, near-poor households, not receiving pension or monthly social insurance benefits.
With the addition of two groups of elderly people receiving social pension benefits as above, two groups of elderly people receiving monthly social benefits (groups 2 and 3 according to Decree 20/2021) are abolished.
Details of groups receiving subsidies from July 1
These two groups will switch to receiving social pension benefits. Thus, the groups receiving social pension benefits and monthly social benefits from July 1, 2025 are as follows:
1. Elderly people from poor households, without anyone with the obligation and right to support them, or have someone with the obligation and right to support them but are receiving monthly social benefits.
- In case of 60-80 years old, receive 750,000 VND/month.
- People aged 80 and over receive 1 million VND/month.
2. Elderly people aged 75 and over who do not receive a pension or monthly social insurance benefit receive VND 500,000/month.
3. People from 70 to under 75 years old from poor households, near-poor households, not receiving pension or monthly social insurance benefits receive 500,000 VND/month.
4. Elderly people from poor households, without anyone with the obligation and right to support them, without conditions to live in the community, eligible for social assistance facilities but have someone to raise and care for them in the community receive 1.5 million VND/month.
According to the Government, by the end of 2022, Vietnam will have about 14.4 million people past retirement age (55 years old and above for women, 60 years old and above for men).
The total number of people receiving monthly pensions, social insurance benefits, and social retirement benefits is currently more than 5.1 million people, accounting for about 35% of the total number of people after retirement age.
