AP, citing two regional officials and a diplomat on May 23, reported that the US and Iran are close to reaching an agreement on a memorandum aimed at ending the conflict. They expressed hope that a final decision on the proposal, prepared by Pakistan, could be made within the next 48 hours as both sides review it .
According to the unnamed official, US Vice President JD Vance, along with Special Envoys Steve Witkoff and Jared Kushner, played a crucial role in helping to bridge the remaining differences (between the US and Iran), and Qatar played a key role by sending a senior official to Tehran to support Pakistan's mediation efforts.
Nevertheless, both Iran and the US have emphasized their core positions and warned of the risk of renewed attacks.

Iranian state television quoted Foreign Ministry spokesman Esmail Baghaei as describing the draft as a “framework agreement,” adding: “We want this agreement to include the main issues necessary to end the war and other issues important to us. Then, within a reasonable period of time, between 30 and 60 days, the details will be discussed and a final agreement will eventually be reached.”
He said the Strait of Hormuz was one of the topics discussed.
According to Iran's official news agency IRNA , Baghaei said that the positions of the two sides have moved closer together in recent days.
"Over the past week, the trend has been to narrow the gap. We'll have to wait and see what happens in the next three or four days," he said.
The Iranian official said that the nuclear issue is not on the agenda of the current negotiations, as Tehran prioritizes finding an end to the conflict before discussing its nuclear program.
"Our focus at this stage is to end the war on all fronts, including in Lebanon. The lifting of sanctions against Tehran has been clearly stated in writing and remains our firm position," Baghaei emphasized.
Meanwhile, US Secretary of State Marco Rubio reiterated the US position that Iran must never be allowed to possess nuclear weapons and must hand over its highly enriched uranium and open the Strait of Hormuz.
