In his opening remarks at the Conference, Comrade Ha Quang Trung - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - affirmed that in 2025, amidst a mix of favorable and challenging circumstances, the Provincial People's Committee had promptly assigned plan targets from the beginning of the year; issued timely plans and guiding documents; built and implemented growth scenarios; and consolidated and merged specialized agencies under the Provincial People's Committee, ensuring order, smooth operation, and efficiency. Under the close leadership and guidance of the Provincial Party Committee, headed by the Provincial Party Secretary; the supervision and support of the Provincial People's Council; the coordination of the Provincial Committee of the Vietnam Fatherland Front; and the efforts of all levels, sectors, and localities, Lai Chau province has basically completed the socio -economic development targets: The GRDP growth rate in 2025 will reach 7.52%, ensuring compliance with the growth scenario assigned by the Government; Local budget revenue reached 3,573 billion VND, the highest level ever; public investment and national target programs were given attention and disbursed with positive results; the program to eliminate temporary and dilapidated houses was implemented decisively, creating a clear transformation in social welfare; several key projects and boarding schools for primary and secondary levels in 5 border communes were started on schedule as directed by the Central Government and the Provincial Party Committee.
The Chairman of the Provincial People's Committee emphasized that this conference is of great importance in comprehensively evaluating the results of the tasks performed in 2025, and at the same time, unifying the goals, tasks, solutions, and methods of organizing the implementation of the 2026 plan from the beginning of the year. In 2026, Lai Chau province has identified 14 main target groups, including a GRDP growth target of 10%; state budget revenue in the province reaching over 2,727 billion VND; continuing sustainable poverty reduction and improving the people's living standards... Based on this, the Chairman of the Provincial People's Committee requested delegates to discuss concisely, focusing on key issues, accurately assessing the results achieved, forecasting advantages and difficulties, thereby drawing lessons learned and proposing specific, feasible solutions, clearly defining responsibilities and tasks, and outlining the areas the Provincial People's Committee needs to focus on leading and directing in the coming period to successfully achieve the set targets.
The report presented at the Conference stated that, amidst a mix of favorable and challenging circumstances, the Provincial People's Committee has focused on decisively and comprehensively directing and managing socio-economic development tasks. By 2025, the province is expected to achieve and surpass the plan for 41 out of 43 component targets; the estimated GRDP growth rate is 7.52%, meeting the target set by the Government ; and the GRDP per capita is projected to reach 79 million VND, an increase of 16.4 million VND compared to 2024.
Agricultural production continued to develop steadily. Total grain production reached 226,000 tons; fresh tea leaf production reached over 70,400 tons; new forest planting reached over 3,400 hectares, with a forest cover rate of 54%. The New Rural Development Program was given attention and implemented, with 226 OCOP products in the province receiving 3- to 4-star certification.
Industry and construction maintained a relatively strong growth momentum. Industrial production value is estimated at VND 9,503 billion, an increase of 10.6% compared to 2024. Nine hydropower projects were completed during the year, bringing the total capacity of hydropower plants in the area to over 3,230 MW. Trade and services continued to thrive, with total retail sales of goods and service revenue reaching over VND 10,200 billion; import and export turnover reached over USD 58 million, a significant increase compared to the previous year. Tourism saw positive development with approximately 1.47 million visitors.
Financial and budgetary management was tight and flexible. State budget revenue in the province in 2025 is estimated at 3,573 billion VND, far exceeding the central government's and the provincial People's Council's targets, the highest revenue ever. Disbursement of public investment capital was focused on, contributing to promoting infrastructure development, especially key transportation projects and regional connectivity.
The socio-cultural sector continues to see many positive developments. The percentage of schools meeting national standards reached nearly 72%; the health insurance coverage rate reached 95%; over 10,000 new jobs were created; the program to eliminate temporary and dilapidated houses was implemented vigorously, with nearly 9,800 households receiving support for repair or reconstruction. National defense and security were maintained; social order and safety were ensured; and foreign relations continued to be strengthened.
Regarding the targets for 2026, Lai Chau province strives to achieve a GRDP growth rate of 10%, local budget revenue exceeding 2,727 billion VND; a reduction in the poverty rate of 3.88%; focus on accelerating the disbursement of public investment, improving the investment and business environment, developing new growth drivers associated with science and technology, innovation and digital transformation; comprehensively developing all socio-cultural fields, improving people's lives, and ensuring national defense and security...
The conference dedicated time for delegates to discuss the following topics: Solutions to improve the quality and progress of provincial planning adjustments; improving the quality of socio-economic development planning; the medium-term public investment plan for the period 2026-2030; solutions for managing local budgets to ensure flexibility and efficiency; solutions to improve the quality of appraisal of construction investment projects; solutions to stabilize the prices of common construction materials and labor costs for the preparation and construction of project estimates; solutions to promote the application of science and technology and digital transformation in the province in accordance with Resolution 57-NQ/TW; solutions to accelerate the progress and quality of construction of projects and disbursement of public investment capital in 2026; solutions for socio-economic development and the State budget; citizen reception, handling of complaints and denunciations, and resolution of administrative procedures. In his address at the conference, Comrade Le Minh Ngan, Secretary of the Provincial Party Committee, acknowledged, congratulated, and commended the Provincial Party Committee, the Provincial People's Committee, Party committees at all levels, government agencies, mass organizations, the business community, cadres, Party members, and the people for their efforts and achievements in 2025. Emphasizing that 2026 is of special importance, being the first year of implementing the socio-economic development plan for the 2026-2030 period, and also witnessing many significant political events of the country, the Secretary of the Provincial Party Committee urged all levels, sectors, and localities to raise awareness of responsibility, demonstrate political determination, strongly innovate thinking and methods of leadership, direction, and management, and decisively implement tasks from the beginning of the year.
The Provincial Party Secretary requested the Provincial People's Committee and relevant agencies to focus on thoroughly understanding and seriously implementing the resolutions and conclusions of the Central and Provincial Party Committees; to promptly develop and issue resolutions, projects, and plans for the 2026-2030 period ensuring "six clear principles," strengthen inspection and supervision, uphold the responsibility of leaders, and resolutely overcome the situation of shirking and passing on responsibility. At the same time, they should decisively lead the implementation of solutions to strive for a GRDP growth target of 10% or more; remove institutional and administrative bottlenecks; significantly improve the investment and business environment; and accelerate the progress of investment projects, especially non-budgetary investments.
Furthermore, it is necessary to thoroughly address the limitations in disbursing public investment capital, considering public investment as a driving force for development; and to strictly manage budget revenue and expenditure. Simultaneously, attention should be paid to the comprehensive development of cultural and social fields, ensuring social security, sustainable poverty reduction, and improving people's living standards; promoting science, technology, innovation, and digital transformation. Continue to improve the organizational structure and enhance the quality of grassroots officials; maintain national defense, security, social order and safety, and expand foreign relations, creating a stable environment for development. Lead and direct the successful implementation of the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term so that the election day on March 15, 2026, truly becomes a festival for the entire nation.
