By 2025, the situation of petitions, complaints, denunciations, recommendations and reflections to the National Assembly agencies will decrease.

On the morning of December 9, reporting on the results of receiving citizens, handling petitions and supervising the settlement of complaints and denunciations sent to the National Assembly in 2025, Chairman of the National Assembly's Committee for Citizenship and Supervision Duong Thanh Binh said: In 2025, the situation of citizens sending complaints, denunciations, petitions and reflections to the agencies of the National Assembly and the National Assembly delegations tended to decrease slightly compared to 2024.

However, the number of large delegations coming to the places where citizens are received by the National Assembly delegations increased by 62 delegations compared to 2024, showing that the situation of complaints and denunciations still has potential risks of complications, especially in some localities with many land acquisition projects for socio -economic development purposes.

During the reporting period, the agencies received 4,992 people coming to complain, denounce, petition, and reflect on 4,473 cases and 293 large groups, a decrease of 135 cases but an increase of 59 large groups compared to 2024. Through receiving citizens, the agencies issued 634 documents transferring citizens' petitions to competent authorities for settlement; provided written instructions for 244 petitions; directly explained, persuaded, and mobilized 3,244 citizens to comply with the judgments, conclusions, and settlement decisions of competent authorities.

Results of receiving, processing petitions and supervising the settlement of complaints and denunciations of citizens; the agencies received a total of 30,305 petitions from citizens, a decrease of 1,907 petitions compared to 2024. After studying 6,256 petitions eligible for processing, the agencies transferred 3,369 petitions to competent authorities for settlement; issued guidance documents and responded to citizens for 1,450 petitions; continued to study 1,010 petitions.

Based on the study of the content of citizens' petitions and the results of the settlement and responses of competent state agencies, the National Assembly agencies have urged, monitored and supervised the settlement of 260 cases.

Also according to comrade Duong Thanh Binh, according to reports from the Government, the Supreme People's Court, the Supreme People's Procuracy , the agencies have received 595 cases of complaints, denunciations, recommendations, and reflections from citizens transferred by agencies of the National Assembly, the National Assembly Delegation and National Assembly Deputies. To date, the agencies have reviewed, resolved, and responded to 343 cases, and are continuing to resolve 252 cases.

Results of implementing the recommendations of the National Assembly, the National Assembly's Standing Committee related to the work of receiving citizens and resolving complaints and denunciations; Comrade Duong Thanh Binh said: Regarding the improvement of institutions, further improving the quality and effectiveness of receiving citizens, resolving complaints and denunciations, the Government Inspectorate presides over and coordinates with relevant agencies to review and evaluate the implementation of the Law on Reception of Citizens, the Law on Complaints, the Law on Denunciations and the Law on Prevention and Control of Corruption to overcome a number of shortcomings and limitations in the organization, implementation and meeting the requirements of implementing two-level local government; Issue documents guiding professional activities to overcome a number of shortcomings and limitations in the organization and implementation of legal provisions on state management; Develop projects to submit to competent authorities on rearranging the system of inspection agencies, strengthening the Party's leadership in inspection work, meeting the requirements of preventing and combating corruption, waste and negativity; Issue a Digital Transformation Plan to upgrade and complete the National Database System on complaints and denunciations, ensuring data connection nationwide and interconnectivity across the entire system of agencies in the political system.

Regarding the review and final settlement of complicated, prolonged, and mass complaints and denunciations, the Government has directed the Government Inspectorate and relevant agencies at the central and local levels to effectively review and final settlement of mass and complex complaints and denunciations, especially the organization and implementation of the General Secretary's Conclusion on final settlement of 226 prolonged and trans-level complaints and denunciations to the central level in Hanoi. Up to now, after 90 days of focusing resources on the review, the agencies have completed the inspection and review of 203 cases, 7 of which citizens have filed lawsuits in court, and currently there are only 16 cases with difficulties and problems in policies and laws that need to be studied by relevant agencies and proposed to competent authorities for consideration and resolution to be finalized in the coming time.

Also according to comrade Duong Thanh Binh, regarding the settlement of 210 specific cases that have not been resolved or answered in the previous Reports. Up to now, through the synthesis of reports from competent agencies, out of 210 cases, the agencies have resolved and answered 82 cases, 50 cases are being resolved; 78 cases the People's Petition and Supervision Committee has not received information on the settlement results. Regarding the settlement of 124 cases that the National Assembly Standing Committee recommended in the monthly People's Petition Reports in 2025, up to now, competent agencies have resolved and answered 75 cases; 19 cases are being resolved; 30 cases the People's Petition and Supervision Committee has not received information on the progress and settlement results.
