On the morning of December 9, General Luong Tam Quang, Minister of Public Security, authorized by the Prime Minister, presented to the National Assembly a summary of the Report on Crime Prevention and Control and Law Violations in 2025.

Minister Luong Tam Quang said that in 2025, the world, regional and domestic situation will continue to have new, rapid and complex changes, with many greater difficulties and challenges; posing many challenges to the task of ensuring security and order. The Government has directed ministries, branches and localities to resolutely and synchronously deploy tasks and solutions to firmly protect national security, order and social safety, contributing to maintaining political stability.

The Government has directed the Ministry of Public Security and ministries, branches and localities to focus on identifying and proactively taking solutions to control and reduce crime sustainably; promote the work of ensuring security and order; and effectively implement directives, resolutions, programs and plans of the Party, National Assembly and Government on crime prevention and control and law violations.

According to the Minister of Public Security, the domestic security situation still has potential complex factors. The Ministry of Public Security has organized to grasp the situation, promptly report and propose strategic advice to the Party, State, Party committees and local authorities on basic and strategic solutions to protect territorial sovereignty, protect national interests and security; absolutely protect the security and safety of important political events of the country. Timely initiate investigation and clarify cases of national security violations.

General Luong Tam Quang stated that the number of crimes against social order decreased by 12.18%, in which some dangerous and especially dangerous crimes decreased sharply compared to the same period in 2024. The functional forces focused on launching 9 peak campaigns to attack and suppress crimes; the investigation and discovery rate reached 81.32%; in which, very serious cases reached 93.25%, especially serious cases reached 95.16%, exceeding the target assigned by the National Assembly.

The number of crimes related to economic management order is 28.97% lower, the number of crimes related to corruption and positions is 17.57% lower than the same period in 2024. Launch a peak campaign to fight against and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights; fight against smuggling, production, and trading of banned and counterfeit goods, contributing to restoring social order and discipline; stabilizing the domestic goods market and protecting people's health.

The number of crimes related to the environment, resources, and food safety is 48.17% lower than the same period in 2024. Continue to strengthen the direction of inspection, detection, and handling of violations of environmental laws and the issue of domestic waste treatment in urban areas; combat and handle violations of laws on forest protection, development, and food safety; strengthen the prevention of violations of food safety.

The number of crimes in the field of information technology and telecommunications is 11.53% lower than the same period in 2024. An inter-sectoral model has been built to prevent and combat online fraud; a comprehensive review and cleaning of mobile subscribers and bank accounts; electronic authentication services. Access to websites and social media accounts related to illegal acts has been blocked.

The number of drug-related crimes is 18.29% lower than the same period in 2024. Continue to strengthen the fight against and suppress drug-related crimes on key routes and areas; strengthen inspection, supervision, and strict management of the trading and use of addictive drugs; launch a peak period of general screening, detection, statistics, and management of drug addicts, illegal drug users, and people under post-drug rehabilitation management.

Strengthening security and defense in new development space

From the above statistics, General Luong Tam Quang assessed that, in terms of advantages, the rate of investigation and discovery of cases exceeded the target assigned by the National Assembly; most types of crimes were reduced; cases that caused public outrage were promptly investigated and clarified. The fight against crimes and law violations in the field of information technology and telecommunications achieved many positive results. Law enforcement in the investigation and handling of crimes continued to receive attention and direction; the handling of administrative violations was carried out in accordance with the provisions of law...

The Minister of Public Security also pointed out a number of shortcomings, limitations and causes such as the rate of handling crime reports, denunciations, and recommendations for prosecution has not met the targets set by the National Assembly. There are still violations in the investigation and handling of crimes, temporary detention and temporary imprisonment. Administrative violations still occur in many areas of social life... The main reason is that the system of legal documents is still being improved; propaganda work has not reached many subjects that need propaganda; equipment and means of some agencies and units have not met practical requirements...

In 2026, the Government directed ministries, branches and localities to continue focusing on implementing the following key tasks and solutions:

(1) Proactively improve the quality of work in grasping, analyzing, forecasting the situation, and providing strategic advice early and from afar to promptly report and advise on appropriate policies and strategies to maintain sovereignty, sovereign rights, interests, and national security.

(2) Continue to perfect the system of legal documents to ensure connectivity, synchronization, unity, and conformity with the new organizational structure of local police and investigation agencies at all levels.

(3) Strengthen security and defense in strategic areas in the new development space. Effectively resolve disputes and complaints.

(4) Focus on identifying and proactively implementing solutions to curb and reduce crime. Improve the quality and effectiveness of receiving and handling crime reports and denunciations, recommending prosecution and investigating and handling crimes, and promptly and thoroughly overcoming limitations and violations.

(5) Deploy and ensure the progress of the tasks of building the National Data Center and Project 06 of the Government; continue to review and deploy public services throughout the process.

(6) Continue to implement the policy of arranging cadres according to the standard and criteria framework at 3 levels of the Public Security, associated with increasing the staffing at the grassroots level. Promote research and application of science and technology to serve the fields of crime prevention and control.

To improve the quality and effectiveness of crime prevention and law violation prevention, Minister Luong Tam Quang proposed that the National Assembly continue to direct competent agencies to research and propose solutions to remove legal difficulties and obstacles related to crime prevention and law violation prevention.
