On the morning of November 13, with 429/433 delegates participating in the vote, the National Assembly passed the Resolution on the socio -economic development plan for 2026.
The resolution emphasized that 2026 is of important significance, as it will host the 14th National Party Congress and organize the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
This is also the first year of implementing the 5-year Socio-Economic Development Plan 2026 - 2030, entering the era of national growth.

Good control of gold, real estate and stock markets
The National Assembly set 15 main targets. Of these, the growth rate of gross domestic product (GDP) strives to be 10% or higher, with GDP per capita reaching 5,400 - 5,500 US dollars (USD).
The average consumer price index (CPI) growth rate is about 4.5%, the average social labor productivity growth rate is about 8.5%.
The unemployment rate among working age groups in urban areas is below 4%, the poverty rate (according to multidimensional poverty standards) decreases by 1 - 1.5 percentage points.
The National Assembly requested the Government and relevant agencies to continue prioritizing promoting growth while maintaining macroeconomic stability, controlling inflation and ensuring major economic balances.
The resolution clearly states that it is necessary to direct credit capital to production and business sectors, priority sectors, and growth drivers of the economy. Along with that, it is necessary to control credit in potentially risky sectors; and effectively manage the gold, real estate, and stock markets.
Strengthening discipline and order in state finance and budget; strictly managing, ensuring correct, full and timely collection, expanding the collection base and preventing tax losses, especially from e-commerce, food services and retail.
Thoroughly save expenses, resolutely cut unnecessary expenses to increase investment in key projects and social security expenses.

Resolutely cut and simplify administrative procedures
The National Assembly also proposed focusing on perfecting the synchronous institutions and laws, focusing on the laws on investment and business to liberate production capacity, mobilize all resources and create new momentum for development.
Continue to build and perfect mechanisms and policies for developing special economic zones in Van Don, Van Phong, Phu Quoc, free trade zones, and international financial centers in Vietnam.
Resolutely cut and simplify administrative procedures and business regulations, and prevent the emergence of new inappropriate and unfeasible business procedures, regulations, standards, and techniques.
By 2026, 100% of unnecessary or conflicting, overlapping investment and business conditions or general, non-specific, and unclear regulations will be reduced and simplified; 100% of investment and business conditions of industries and professions not on the list of conditional investment and business industries and professions will be abolished...
Along with that, further strengthen the work of preventing and combating corruption, waste and negativity. It is strictly forbidden to take advantage of this work to make profits or interfere with or obstruct the normal operations of agencies, organizations, businesses and individuals.
Perfecting the administrative apparatus
The Resolution also recommends continuing to focus on perfecting regulations on the organization of the state administrative apparatus, management and operation apparatus to serve development. Timely remove difficulties, overcome inadequacies, contradictions and overlaps in regulations related to the operation of the new apparatus, especially at the grassroots level.
At the same time, establish a new growth model with science and technology, innovation, and digital transformation as the main driving force, promote economic restructuring, and boost industrialization and modernization.
Ensuring the progress of synchronous, modern, smart, nationally and internationally connected strategic infrastructure projects, especially key transport projects, railway systems, international airport systems, seaport systems, energy infrastructure, etc.
