On July 19, Ms. Nguyen Thi Thu Huong, residing in Hai An ward ( Hai Phong ), reported to the press that her son Pham Huy Hung (born in 2010) was asked to withdraw his application from Tran Phu High School for the Gifted after completing the admission procedures for the Russian language class.
According to Ms. Huong, in the entrance exam for grade 10 held in June, Hung registered for the Russian specialized class at Tran Phu High School for the Gifted but was not admitted in the first round. Later, when the school announced that the admission score had been lowered, he was called to enroll and completed the required procedures.

However, on July 17, the family unexpectedly received a notice from the school stating that there was a document from the Department of Education and Training of Hai Phong City, stating that Hung had actually failed the exam and that there was a "mistake". The document requested the family to "immediately withdraw the application" of this student.
According to a document issued by the Department of Education and Training of Hai Phong City a day earlier, the second round benchmark score for admission to the Russian specialized class was 34.95 points, with a total of 35 candidates achieving the benchmark score.
However, during the review process, the Admissions Council discovered that a candidate who scored 35.05 points was missed due to "unexpected technical problems".
This candidate had previously passed the entrance exam to another public school but did not enroll. Therefore, to ensure his rights, the Department decided to adjust the admission score to 35.05 points. This means that Pham Huy Hung - who scored 34.95 points - did not meet the admission requirements.
The Department of Education and Training of Hai Phong City requested Le Quy Don High School, where Hung had previously been admitted, to accept him and complete the admission procedures before July 18. At the same time, the Department also sent its “sincere condolences” to the families of the two students affected by this adjustment.
Disagreeing with the above decision, Ms. Huong said she had sent a petition to the competent authorities to request a review of the case.
Regarding the incident, speaking with VietNamNet reporter, Mr. Nguyen Minh Hung, Vice Chairman of Hai Phong City People's Committee, said that he had received a report from the Department of Education and Training about the incident.
“According to the report, this is a software error. However, I request that regardless of the error, the Department must directly meet the student’s family and apologize. If the re-examination shows that the student is qualified, they should be allowed to continue studying, but there must still be an apology,” Mr. Hung affirmed.
The Vice Chairman of Hai Phong City People's Committee also said that he had asked the Department of Education and Training to hold a meeting with the Admissions Council on July 20 to thoroughly examine the incident and will make an official announcement later.
