The conference "Application of identification and authentication to improve safety in e-commerce activities" is within the framework of the first Autumn Fair - 2025 (taking place from October 25 - November 4 at the National Exhibition Fair Center).
In the context of the current strong development of the digital economy , many new challenges as well as new opportunities have been raised. One of the prominent challenges is the risks in transactions, fraud in e-commerce activities and fraudulent acts of property appropriation.
Speaking at the opening of the Conference, Mr. Nguyen Huu Tuan, Director of the Center for E-commerce and Digital Technology Development, said that the application of electronic identification and authentication, for example through the VNeID platform of the Ministry of Public Security, is an urgent requirement, helping to accurately authenticate user identities, prevent fraudulent behavior, and at the same time increase people's trust in online shopping activities and electronic transactions in general.
“According to statistics from the Department of Cyber Security and High-Tech Crime Prevention (A05 - Ministry of Public Security), in the first 8 months of 2025, Vietnam recorded more than 1,500 online fraud cases, causing losses of VND 1,660 billion. This demonstrates the need to deploy comprehensive solutions to ensure safety and reliability for electronic transactions, thereby strengthening people's trust in e-commerce activities,” Mr. Nguyen Huu Tuan emphasized.

Vietnam’s e-commerce is maintaining strong growth momentum, becoming one of the five fastest growing markets in the world . The growth forecast to 2025 has been adjusted from 20% to 25.5%, with an average spending of 600 USD/person/year on online shopping.
Mr. Nguyen Huu Tuan said that, in parallel, digital payments continue to explode, especially QR Code with a compound growth rate of 40% and online payment methods increase by over 100% each year. Mr. Tuan emphasized: "When digital payments become popular, electronic identification and authentication are mandatory to ensure safety for users and businesses."
However, along with the strong growth comes many risks and online fraud. Fraudulent forms of impersonating government agencies, relatives, or using deepfake to appropriate assets are increasingly sophisticated, with about 6,000 cases per year, concentrated in the fields of finance, virtual currency and student fraud.
Recently, many banks, financial institutions, online service providers, airlines, etc. have cooperated with the Center to integrate and deploy electronic identification and authentication services.
Ms. Pham Tuyet Trang, representative of the Center for Research, Application of Population Data and Citizen Identification (RAR), said that up to now, the system has performed more than 42.6 million authentications, including 17.8 million facial authentications, and successfully deployed the VN AI Verify solution integrated with 8 official service providers.
“These initial results demonstrate the clear effectiveness of applying electronic identification and authentication in the digital transformation process, while opening up great potential for application in e-commerce. “The electronic identification solution not only helps improve the quality of user authentication and reduce transaction fraud, but also creates a foundation for more secure, transparent and personalized digital services,” Ms. Trang emphasized.
RAR is working with the Department of E-commerce and Digital Economy to expand data connectivity, improve the legal framework, and strengthen communication and guidance for people to use the VNeID application in e-commerce transactions. “We believe that with the joint efforts of ministries, branches and businesses, the national electronic identification and authentication ecosystem will be increasingly improved, contributing to building a transparent, trustworthy and people-centered digital transaction environment,” Ms. Trang affirmed.
Over the past two years, Shopee has proactively implemented a long-term plan to build a safe and healthy e-commerce environment, aiming for sustainable development. Speaking at the conference, Ms. Vu Xuan Linh, Director of Strategic Partnerships at Shopee Company Limited, said that one of the focuses is the application of electronic identification for sellers, a preparation step that Shopee has carried out early, in line with the direction of the Law on Electronic Transactions (amended) being considered by the National Assembly.
“Our goal is not just to provide a sales platform, but to create a safe, transparent and trustworthy trading space for both sellers and buyers,” Ms. Vu Xuan Linh emphasized, adding that in the 15 markets Shopee is operating in, strengthening user experience is always considered a key factor to ensure sustainable development.
Since June 2025, Shopee has coordinated with Department C06 - Ministry of Public Security to deploy identification of all sellers on the platform through chip-embedded citizen identification cards. As of October 30, 2025, the platform has completed identification of 81% of sellers, and aims to reach 100% in the near future. Notably, 100% of new sellers are currently required to complete the identification process before being allowed to do business.
“Seller identification is not only a legal requirement, but also Shopee’s commitment to protecting consumers and enhancing trust in online transactions. This is also an important solution that contributes to building a transparent, safe and sustainable e-commerce environment in Vietnam,” Ms. Linh affirmed.
The conference “Application of identification and authentication to improve safety in e-commerce activities” aims to promote the comprehensive digital transformation process in the field of e-commerce, through the application of electronic identification and authentication technology, contributing to ensuring safety and reliability for online transactions. By providing multi-dimensional perspectives from policy to technology solutions, the conference contributes practically to building a more transparent and secure e-commerce environment, bringing benefits to both users and the business community.
