The Party Committee of Sub-district 4, Cao Phong Commune Party Committee, held a meeting to prepare the agenda for the Party branch meeting.
In mid-May, we visited Kim Boi commune, right during the 2026 training course on Party work for branch secretaries and grassroots Party committee members. Ms. Vu Thi Thanh Thuy, Director of the Kim Boi Political Center, stated that the training course included 108 participants, all branch secretaries and grassroots Party committee members from the Kim Boi and Muong Dong commune Party committees. The participants received training on Party building, mass mobilization, inspection and supervision, the duties of the branch committee and branch secretary, improving the quality of branch meetings, preventing self-evolution and self-transformation, and updating current events. This contributed to enhancing the leadership capacity and fighting strength of grassroots Party organizations in the new era.
According to the Provincial Party Committee's Organization Department, the province currently has 9,374 grassroots Party committees. Of these, 24% have postgraduate qualifications, 72% have university or college degrees, but 1% still have only elementary-level qualifications or no training, mainly in residential area Party branches. Regarding political theory qualifications, 21% have advanced or bachelor's degrees, while 20% still have only elementary-level political theory qualifications or no training. Given this situation, Party committees are focusing on improving the political acumen, leadership capacity, skills, and professional expertise of grassroots Party committee members.
Currently, the training and professional development of political theory, professional skills, and expertise for grassroots Party secretaries and committee members is being implemented comprehensively and systematically, closely linked to practical requirements. The content focuses on skills in managing Party branch activities, drafting resolutions, inspection and supervision work, mass mobilization work, and handling situations at the grassroots level. Since the province's merger, the entire province has sent 1,331 comrades for political theory training (320 at the bachelor's and advanced levels; 1,011 at the intermediate level); many professional training courses for grassroots Party committee members have been opened with 4,178 participants (978 participants in Party building, 217 in political and mass organization work, and 430 in state management...). As a result, the percentage of Party branch secretaries and grassroots Party committee members who have received training and further education in political theory has steadily increased, and the political awareness, leadership capacity, and organizational skills of Party committee members have been enhanced, gradually meeting the requirements of the tasks in the new situation.
Furthermore, the planning and development of grassroots Party committee personnel has been given attention by Party committees at all levels, implemented proactively and with a long-term vision, ensuring continuity and development. The review, development, and supplementation of personnel plans are carried out in accordance with regulations, linked to personnel evaluation, and focused on identifying and nurturing young cadres, female cadres, ethnic minority cadres, and cadres in difficult areas. Following the reorganization and consolidation of the organizational structure, Party committees at all levels have promptly assigned and arranged Party committee members in accordance with their abilities and strengths, ensuring organizational stability and improving operational efficiency. In particular, in difficult areas and remote regions, the deployment and reinforcement of capable and experienced cadres to the grassroots level has been emphasized, contributing to the consolidation and improvement of the quality of grassroots Party organizations.
The implementation of the policy of having the Party Committee Secretary also serve as the Chairman of the People's Council and Chairman of the People's Committee (before July 1, 2025), and the Party Branch Secretary also serving as the village head, neighborhood group leader, or head of the Fatherland Front Committee, has been carried out seriously and in accordance with the practical conditions of each locality and unit. To date, the percentage of Party Committee Secretaries also serving as Chairmen of the People's Councils has reached 97.3%; the percentage of Party Branch Secretaries also serving as village heads or neighborhood group leaders has reached 18.8%; and those also serving as heads of the Fatherland Front Committee has reached 10.8%.
The work of building and developing a pool of cadres for grassroots Party committees has been implemented in conjunction with Party member development, focusing on nurturing outstanding individuals from the grassroots level. The percentage of village heads, neighborhood group leaders, and heads of Fatherland Front committees who are Party members has steadily increased, achieving many positive results. To date, the percentage of village heads and neighborhood group leaders who are Party members has reached 96.97%; many localities have achieved 100%, contributing to enhancing the direct leadership role of the Party at the grassroots level, strengthening the effectiveness of implementing political tasks, socio-economic development, and ensuring national defense and security in the locality.
