Improving the quality of the staff working on institutional development is a core issue, especially in ministries, branches and localities. There should be appropriate remuneration policies and regimes to attract and retain talented people in this field.

This was emphasized by Deputy Prime Minister Ho Quoc Dung at a meeting this afternoon (November 11) with the Ministry of Justice on the situation of building and perfecting institutions and laws and key tasks in the coming time.

Speaking at the meeting, Deputy Prime Minister Ho Quoc Dung highly appreciated the efforts of the Ministry of Justice staff in the recent period. The workload of the Ministry is very large.

According to the Deputy Prime Minister, our country is currently carrying out three revolutions in parallel: the institutional revolution, the organizational revolution and the revolution to develop the country with the goal of double-digit growth from 2026. In which, perfecting the institution is the most important strategic breakthrough.

If we want the country to develop, we must perfect the institutions. If we want to organize the apparatus, we must start from the institutions. Emphasizing this, the Deputy Prime Minister said that the role of the Ministry of Justice in advising and assisting the Government in law-making and coordinating the law-making activities of ministries and branches is extremely important.

Through the report, the Deputy Prime Minister was particularly pleased that the Ministry of Justice had no late documents, completing 100% of its tasks according to schedule, while some other ministries and branches still owed dozens of documents, even hundreds of tasks. This showed the seriousness and high sense of responsibility of the Ministry of Justice.

Along with that, the Ministry has also done a very good job of chairing or participating in drafting many laws, resolutions, etc. The work of appraising legal documents is increasingly focused on, and the quality is improved. In the digital transformation work, the Ministry is one of the pioneering ministries. The opening of the National Legal Portal and the System for receiving and processing feedback and recommendations on legal documents are important steps forward, helping to improve the quality and efficiency of work.

Referring to the tasks in the coming time, in addition to regular tasks, the Deputy Prime Minister requested the collective leadership of the Ministry and the entire industry to continue to enhance the sense of responsibility, be more decisive, more urgent, and more proactive in advising the Government to promptly and fully institutionalize the Party's policies and resolutions.

“The Ministry of Justice must be an exemplary and leading agency, strictly following the process and especially the progress in law-making work according to the provisions of the Law on Promulgation of Legal Documents. Only when the Ministry of Justice does well can it urge other ministries and branches to do the same,” the Deputy Prime Minister requested.

Assessing the effectiveness of laws after promulgation

The Deputy Prime Minister requested the Ministry of Justice to continue to strengthen monitoring, urging and closely controlling the situation of document drafting; inspecting ministries, branches and localities in implementing the provisions of the Law on Promulgation of Legal Documents, especially the coordination of document submission by ministries, branches and localities; and improving the quality of document appraisal. Pointing out that the backlog of detailed regulations and guidance on the implementation of laws and ordinances in ministries and branches is still high, the Deputy Prime Minister requested that the Ministry must synthesize and report to him and the Prime Minister every month to report at the Government meeting, reviewing the responsibilities of the ministries and branches that are late.

In particular, we must evaluate the effectiveness of laws after they are issued, especially regulations on decentralization and delegation of power. According to the Deputy Prime Minister, we have been working very quickly recently, with laws being issued at a speed equal to many previous years combined. Now is the time to look back and see how those regulations are implemented in life.

In addition, the Ministry of Justice needs to focus on completing key tasks from now until the end of the year and for 2026. Further promote the effectiveness of digital transformation in activities, enhance the role of the National Legal Portal in social life. Continue to urge, together with ministries, branches and localities, to resolve institutional obstacles in practice in the direction of "untying", increasing the initiative of localities. Do a good job of resolving international disputes.

Continue to effectively implement Resolution 66 as well as advise the work of the Central Steering Committee on perfecting institutions and laws and the Steering Committee for handling difficulties. Complete the acceptance of draft laws presented at the Tenth Session, and at the same time prepare for other important projects and draft laws, including the project on perfecting the structure of the legal system.
