Recognizing that the quality and effectiveness of oversight activities will contribute to determining the performance of the People's Council, the Standing Committee of the Xuan Tin Commune People's Council annually develops an early oversight plan. The topics selected for oversight are practical issues, newly arising in the locality, and of concern to the people. One of the notable recent achievements is the establishment of two specialized oversight teams, demonstrating the resolute spirit in fulfilling the oversight function of the Commune People's Council. The first team focused on inspecting and evaluating the implementation of Government Decree No. 176/2025/ND-CP dated June 30, 2025, detailing and guiding the implementation of several articles of the Law on Social Insurance and Social Retirement Allowances at the Commune People's Committee. This is a practical matter directly related to social security, the rights of workers, and beneficiaries of the policy. The second delegation conducted an inspection of the organization of school lunch programs and the collection and contributions from parents and students at Phu Xuan Kindergarten for the 2024-2025 school year, aiming to ensure transparency and compliance with regulations. Through the inspection, the delegations identified obstacles and limitations and proposed solutions to overcome them.
In Yen Tho commune, the People's Council regularly maintains oversight activities, focusing on the implementation of Party guidelines and State policies and laws, promptly identifying difficulties and obstacles to propose solutions. Mr. Dang Tien Dung, Secretary of the Party Committee and Chairman of the People's Council of Yen Tho commune, stated: “Oversight is an important function contributing to ensuring that resolutions are implemented effectively and improving the efficiency of state management. Through oversight, the Standing Committee of the People's Council objectively and accurately assesses the achievements and points out shortcomings, limitations, and weaknesses in the direction, management, and organization of socio -economic development tasks in the locality. At the same time, it recommends that the competent authorities take timely measures to address and rectify these issues.”
Annually, following the direction of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Standing Committee of the Party Committee, the Standing Committee of the People's Council, and the committees of the People's Councils of communes and wards, the commune-level People's Councils have developed monitoring programs as prescribed; at the same time, they have continuously innovated the content and form of monitoring. Accordingly, the monitoring activities of the commune-level People's Councils have been reformed towards practicality, effectiveness, democracy, responsibility, and adherence to the authority, procedures, and regulations of the law. The monitoring contents selected by the Standing Committee of the commune-level People's Council are all important issues and key political tasks, focusing on pressing and prominent issues of concern to many delegates and voters, such as: land management, land clearance, basic construction investment, budget revenue and expenditure, the implementation of legal regulations on labor regimes and policies, environmental sanitation, etc.
Based on this, the Standing Committee of the Commune People's Council, in coordination with the Party Committee and the local government, agreed on the content and program of supervision, and carried out preparatory steps to ensure that the supervision sessions were implemented according to plan. During the supervision sessions, the supervisory teams assessed the situation and results of implementation, while analyzing the advantages and difficulties, and pointing out weaknesses and shortcomings in the process of performing the tasks. After the supervision, the supervisory teams submitted reports on the results and notified the conclusions of the supervision to the People's Committee and the supervised departments, agencies, and units; they also submitted written recommendations to rectify violations and focus on resolving and removing obstacles.
