Draft documents submitted to the 14th Party Congress emphasize the requirement: Strengthening construction, rectification, and self-renewal so that our Party is truly ethical and civilized, raising the level and enhancing the effectiveness and efficiency of the Party's leadership, governance, and fighting strength.

The second key task of the six key tasks stated in the draft Political Report is: Continuing to promote the building and rectification of a clean and strong Party and political system in all aspects; synchronously innovating methods and improving the capacity for self-innovation and self-improvement to strengthen the effectiveness and efficiency of the Party's leadership and governance over the State and society, especially building a socialist rule-of-law State.

Improving the effectiveness and efficiency of the Party's leadership and governance is a process of movement due to demands (both internal and external) to ensure adaptation to changes in the development of the socio-political situation. In other words, improving the effectiveness and efficiency of leadership and governance is a change (in a more progressive direction) of the forms and methods of leadership and governance to make the Party's leadership and governance methods more suitable and effective, meeting the requirements of strengthening the Party's leadership and governance in new conditions.

Firstly , to improve the effectiveness and efficiency of leadership and governance to realize the Party's political goals and to strengthen the Party's leadership and governance role.

The primary goal of improving the Party's leadership and governance methods is to better implement the Party's guidelines, policies and strategies. Improving the Party's leadership and governance methods must consolidate and strengthen the Party's leadership role, contributing to achieving the Party's goals: "Maintaining a peaceful and stable environment; rapidly and sustainably developing the country and firmly protecting the Fatherland; comprehensively improving and enhancing people's lives; strategic autonomy, self-reliance, self-confidence, and strong progress in the new era of the nation; successfully achieving the goal by 2030 of becoming a developing country with modern industry and high average income; realizing the vision by 2045 of becoming a developed country with high income for a peaceful, independent, democratic, prosperous, prosperous, civilized, happy Vietnam, steadily moving towards socialism".

Improving the effectiveness and efficiency of leadership and governance is the change (in a more progressive direction) of leadership and governance forms and methods to make the Party's leadership and governance methods more suitable and effective, meeting the requirements of strengthening the Party's leadership and governance in new conditions.

Third , improve the effectiveness and efficiency of the Party's leadership and governance to adapt to the requirements of the period of international integration and the fourth industrial revolution, associated with the struggle to protect the Party.

When the State institutionalizes the Party's viewpoints and policies into laws, obeying the law means implementing the Party's will. In the period of international integration and the fourth industrial revolution, the legal system must also be improved to adapt and meet the demands of reality.

The fourth industrial revolution, especially the strong development of digital technology, creating breakthroughs in many fields, also creates challenges for all countries and peoples. Improving the effectiveness and efficiency of the Party's leadership and governance towards the goal of the Party having a more suitable, more scientific and more effective leadership and governance method, overcoming limitations and shortcomings is to contribute to building a Party that adapts to the development of the world situation and the struggle to protect the Party.

Fourth , improve the effectiveness and efficiency of the Party's leadership and governance to clarify the operational boundaries between the Party and the State, avoiding the situation where either the Party "makes excuses and does things for others", or the Party "let loose and delegate".

General Secretary To Lam pointed out: "The Party's organizational model and political system still have shortcomings, making the boundary between leadership and management difficult to distinguish, easily leading to excuses, replacing or loosening the Party's leadership role."

Objectively, new problems frequently arise, obstacles and challenges are constantly posed, but the innovation process is not timely, the Party's leadership capacity and fighting strength are slow to be strengthened, the methods of leadership and governance over the State are not really clear and are slow to be innovated.

The content of the Party's leadership method as defined in the Platform is correct but has not been fully specified and institutionalized; implementation is ineffective. Although there are regulations on decentralization, delegation of authority, and working regulations clearly defining collective and individual responsibilities, violations are still numerous and collective and leader handling is still confusing.

Fifth , improve the effectiveness and efficiency of the Party's leadership and governance to promote democracy in a single-party system.

The Party leads the State, the Fatherland Front and socio-political organizations based on the Party's prestige, the promotion and respect for the role of the State and organizations in the political system and the whole society. Therefore, the Party's prestige is not only based on the Party's decisions and directives institutionalized in state agencies and mass organizations, but also on the prestige and persuasiveness in the words and actions of Party organizations and Party members of the entire political system. Innovation in the Party's leadership and governance methods must address and resolve this specific mechanism.

Sixth , improve the effectiveness and efficiency of the Party's leadership and governance towards building a political system and government apparatus following the model of two-level local government that operates effectively, efficiently and effectively.

The Party leads the building of a truly clean and strong State, one that is truly of the people, by the people and for the people. Therefore, building a clean and strong State must become a measure of the Party's leadership capacity and political prestige. The relationship between the Party's leadership function, the State's management function and the role of socio-political organizations is still confused, so the Party and State apparatuses are still cumbersome, overlapping, lacking a mechanism for supervision and coordination, and administrative and cover-up characteristics still exist.

Seventh , improve the effectiveness and efficiency of the Party's leadership and governance to strengthen control over state power and the entire political system.

The effective method of the Party's leadership and governance is to inspect and supervise Party organizations and Party members not only in complying with Party regulations but also with regulations of the State and of socio-political organizations of which Party members are members.

In reality, it is recognized that the Party controls its power through inspection and supervision of Party organizations and Party members, especially Party members holding positions in State agencies, but the role of controlling the power of State agencies at all levels is still vague, ineffective, and even tends to rely on the Party's inspection, supervision, and discipline work. When building a socialist rule-of-law state, the State's management and administration role for the whole society is especially important. The Party rules and leads the State, but the Party's political power does not mean it becomes State power and replaces the State.

General Secretary To Lam affirmed: “In more than 94 years of leading the Revolution, our Party has constantly researched, developed, supplemented, and perfected its leadership methods, and enhanced its leadership and governing capacity. This is the key factor ensuring that the Party is always clean and strong, leading the revolutionary boat through all rapids, achieving one victory after another.”
