Throughout the revolutionary leadership process, our Party has always identified the training and recruitment of Party members from the youth force as an important task. The proactive and creative approaches of Party committees and the Ho Chi Minh Communist Youth Union at all levels affirm that this correct policy has been effectively implemented, contributing to building an increasingly strong Party.

The 5th Plenum of the 13th Central Committee issued Resolution No. 21-NQ/TW on June 16, 2022, on strengthening and consolidating grassroots Party organizations and improving the quality of Party members in the new period. This resolution emphasizes the identification, nurturing, and admission into the Party of outstanding young people who have matured in the labor and study movements, and in the armed forces.

A reliable source of successors for the party.

Following the Central Committee's directive, Party committees at all levels have promptly incorporated the task of admitting young people, students, and pupils as Party members into specialized resolutions, projects, and action programs, serving as a basis for implementation and achieving clear results in practice. As of August 31, 2025, the Party had admitted 438,861 outstanding individuals, including 67,432 exemplary and advanced students and pupils, into the Party ranks.

These results were achieved thanks to the Party committees at all levels demonstrating determination and effectively implementing the Party member development plan for the entire term and annually; always creating a favorable environment for outstanding young people to become enlightened with revolutionary ideals, train, and strive to join the Party.

In Lang Son, Deputy Head of the Provincial Party Committee's Organization Department Nguyen Van Hai informed: Every year, the Provincial Party Committee's Organization Department promptly issues guidance documents and urges subordinate Party committees to develop plans, focusing on developing young Party members in rural areas, private economic units, among students, and in the militia and self-defense forces.

During the past term, the Provincial Party Committee admitted more than 9,400 new party members; achieving 110% of the target set by the Resolution of the 17th Provincial Party Congress; meeting the criterion of an average annual increase of more than 3% compared to the total number of party members as stipulated in Resolution No. 21-NQ/TW. A highlight of this achievement compared to previous terms is the fact that the Provincial Party Committee admitted 158 student members.

Recent practice has also highlighted positive aspects of coordination between Party committees and youth organizations in mobilizing the masses, creating sources, recommending outstanding members, and building a reserve force for the Party.

Deputy Secretary of the Ca Mau Provincial Youth Union, Tran Dang Khoa, shared: "During the past term, based on recommendations from youth union branches throughout the province, 4,675 young party members were admitted, meeting the assigned target and ensuring standards and quality. Contributing to this success were the close attention of the Party committees and the efforts of the youth unions at many educational institutions, notably Bac Lieu University and Khanh Lam High School."

To ensure the quality of personnel from the grassroots level, youth organizations in many localities, agencies, and units have proactively implemented political and ideological education activities, promoting the sense of responsibility of union members and young people in protecting the Party's ideological foundation, using this as a measure to evaluate and select outstanding individuals.

The Youth Union of the Ho Chi Minh National Academy of Politics has nearly 23,000 members, making it the largest unit among the central Party agencies. The Academy's Youth Union has mobilized young lecturers and students to implement the "Girl Sharpening Bamboo Stakes" model and published over 110 media products on protecting the Party's ideological foundation in cyberspace.

According to Comrade Luong Quang Huy, Deputy Secretary of the Youth Union of the Academy: During the period 2022-2025, the Youth Union will select 1,200 outstanding individuals for the Party to consider for membership. The majority are students who are imbued with revolutionary ideals, have creative solutions in protecting the Party's ideological foundation, spreading official information, and refuting false and hostile viewpoints.

A shift in the training and recruitment of Party members.

Besides strengthening recruitment efforts, many Party committees and organizations are actively innovating the content and programs for training prospective Party members and new Party members to ensure practicality, quality, and effectiveness.

According to Pham Thi Vui, Deputy Head of the Propaganda and Mass Mobilization Department of the Party Committee of the Central Party Agencies, in 2025, the Propaganda and Mass Mobilization Department of the Party Committee of the Central Party Agencies advised the Standing Committee of the Party Committee to organize four training courses on Party awareness for 319 outstanding individuals; the program content was continuously updated in terms of knowledge and teaching methods to suit each group of individuals. For classes with a large number of students, the organizing committee advised the lecturers to develop supplementary topics on key resolutions recently issued by the Central Committee, and to integrate this content into the final assignment.

Sharing her feelings with us, Au Thi Huong Ly, a student at the National Academy of Public Administration, expressed her honor to participate in the Party awareness training course organized by the Party Committee of the Central Party Agencies. The topics studied helped her understand the Party's leadership role in the protection, construction, and development of the country; fostering her faith and increasing her motivation to strive to soon join the ranks of the Party.

Following the implementation of the two-tiered local government model, the political centers, organized and directly under the commune/ward Party committees, quickly stabilized their organization, ensuring smooth and effective Party awareness training activities.

Comrade Dam Manh Cau, Standing Committee member of the Party Committee and Head of the Party Building Department of Kim Lien Ward Party Committee, Hanoi, said: The Ward Party Committee focuses on leading and directing the Ward Political Center to coordinate with wards in the former Dong Da district to continue implementing the work of fostering awareness of the Party among outstanding individuals, including Youth Union members and students.

Building upon and developing previous best practices, the Party Building Committee organized meetings with the Party committees of high schools, assigning each school Party committee the task of providing ideological guidance to students and their parents.

At the same time, the Ward Political Center was directed to advise the Party Committee on building a convenient timetable and teaching content suitable for outstanding high school students. In 2025, Kim Lien Ward admitted 136 Party members, achieving 218% of the target set by the City Party Committee's Organization Department, including 9 students from Kim Lien High School who had the honor of joining the Party ranks.

According to Cao Tuyet Trinh, Party Secretary and Principal of Cao Loc High School (Lang Son province), along with the Party knowledge training program organized by the Ky Lua Ward Political Center, the school focuses on cultivating revolutionary ideals among outstanding individuals by encouraging them to participate in online quizzes on Central Committee resolutions and resolutions of the 18th Lang Son Provincial Party Congress; and supporting digital transformation activities in the ward.
