
This is an activity under Plan No. 42/KH-TLĐ on organizing conferences and training on specialized topics for information and propaganda officers and workers in industrial parks and export processing zones.
Attending the conference were Mr. Ngo Duy Hieu, Standing Deputy Secretary of the Party Committee, Vice President of the Vietnam General Confederation of Labor; Mr. Luong Trong Thanh, Provincial Party Committee member, Vice President of the Vietnam Fatherland Front Committee of Thanh Hoa province, President of the Thanh Hoa Provincial Confederation of Labor, and 200 delegates who are Presidents and Vice Presidents of grassroots trade unions of Thanh Hoa and Ninh Binh localities.
At the conference, Vice President Ngo Duy Hieu conveyed many important contents related to the new context of the country and the requirements placed on the Trade Union organization, especially the trade union propaganda work. At the same time, he emphasized the famous summary of the Party: “Propaganda goes before paving the way, goes with implementation, goes after summarizing”, showing the key role of propaganda in leading the way, orienting and summarizing practice. For the Trade Union organization, the mission of propaganda is even more important because it must bring the Party’s guidelines and policies and legal policies to the right target, which are workers and laborers – those who are directly affected by regulations on obligations and rights.

In addition, trade union propaganda also plays a frontline role in the fight against false and distorted information from hostile forces. In reality, many collective work stoppages at enterprises originate from workers' lack of information or receiving false information. If the grassroots trade union grasps the situation promptly and conveys accurate and convincing information, many cases can be resolved quickly, maintaining stable labor relations. Therefore, trade union communication is not only propaganda, but also an important part of social governance, helping workers access correct, complete and timely information.
According to Mr. Ngo Duy Hieu, in the context of the country promoting industrialization and modernization, the working force is increasingly growing, leading to the rapid expansion of the trade union organization. At the same time, the law has allowed the establishment of workers' organizations in enterprises, creating direct competition with the Vietnam Trade Union. This requires trade union officials, especially those working in propaganda, to constantly innovate their thinking, improve their qualifications, and proactively approach modern working methods.
Currently, the workload of the union is increasing, while the number of staff is not increasing. Therefore, the pressure is greater, forcing each staff to improve their capacity, apply technology, especially digital transformation tools, to handle work faster and more effectively.
At the topic "New situation and issues facing Vietnam Trade Unions", the Vice President of the Vietnam General Confederation of Labor pointed out a series of factors that are deeply affecting trade union activities: the lives of a part of workers are still difficult, jobs are unstable, income is low, overtime hours are long, there are no conditions to take care of the family; many people are at risk of poverty or have no pension when they retire. In addition, the legal system is still inadequate, violations of labor laws in some enterprises still occur, employers do not really respect the rights of workers.
These factors not only directly affect workers’ lives but also create pressure for trade unions to innovate. “If they do not change, trade unions will fall behind workers and businesses,” Mr. Ngo Duy Hieu emphasized.
In that context, propaganda work must be proactive, flexible, and closer to workers; communication content must be diverse, practical, and directly linked to the needs and interests of union members. Trade unions need to change their approach, taking the benefits brought to workers as the "glue"; taking advantage of social networking platforms, digital transformation, and artificial intelligence to deliver information quickly, concisely, easily understood, easily remembered, and suitable for each target group.
At the same time, it is necessary to avoid dogmatic, stereotypical, and academic propaganda methods; instead, it is necessary to be in-depth, understanding, and quickly respond to issues arising from the practice of labor relations. This is also a core requirement for trade union propaganda work to meet the requirements of the new situation.
