
There are many good initiatives to implement Resolution No. 66.
According to the report of the Ministry of Justice , implementing Resolution No. 66-NQ/TW, the Government soon passed Resolution No. 140/NQ-CP promulgating the Government's Action Program to implement Resolution No. 66-NQ/TW, which closely followed the viewpoints and objectives of the Resolution and concretized them into specific tasks of the Government. Especially the consistent goal of comprehensively innovating the work of law-making and enforcement in order to build an effective, modern, people- and business-centered socialist rule-of-law state of Vietnam.
The Government pays special attention to and strengthens thematic meetings on law-making, meetings of the Government Steering Committee on reviewing and organizing the implementation of handling difficulties in the legal system, institutionalizing and promptly putting new policies of the Central Committee, resolutions of the Politburo , and instructions of the General Secretary into practice; renewing thinking in law-making, determined to turn institutions and laws from bottlenecks into competitive advantages, law-making is the "breakthrough of breakthroughs"; speeding up the progress of law-making and perfecting laws but ensuring quality and efficiency.
To date, all 22 ministries, ministerial-level agencies, government agencies and 34 provinces and cities have issued programs or plans to implement Resolution No. 66-NQ/TW and Resolution No. 140/NQ-CP with contents closely following and specifying the guiding viewpoints, goals and specific tasks to innovate the work of law making and enforcement within the scope of their functions and authority.
Some ministries, branches and localities have had good initiatives to implement Resolution No. 66-NQ/TW in accordance with the reality of their ministries, branches and localities, such as: The Ministry of Public Security issued a Decision to establish the Ministry's Steering Committee on perfecting institutions and laws; The Hanoi Party Committee issued a Decision to establish the Steering Committee for building and perfecting institutions and specific policies for the development of the Capital...
Through review, there are a total of 83 specific task groups with presiding agencies, coordinating agencies, completion deadlines and expected results. To date, 31/40 tasks have been completed on time and 52 tasks are in progress.
According to the Ministry of Justice, although positive results have been achieved, the organization and implementation of the tasks of implementing Resolution No. 66-NQ/TW still has some limitations such as: The implementation of tasks is still uneven. Information on monitoring and supervising the implementation activities in ministries, branches and localities at some points is still interrupted; information is not fully grasped as well as not timely urging and reminding the implementation.
Building laws to create development
Concluding the meeting, Deputy Prime Minister Ho Quoc Dung affirmed that the implementation of Resolution 66-NQ/TW and Resolution 140/NQ-CP in recent times has initially brought about many clear changes, demonstrated by the fact that all ministries, branches and localities have issued action programs and plans; thinking and awareness of law-making work have been strongly improved.
Emphasizing the Government's consistent guiding spirit of "building laws to create development", the Deputy Prime Minister requested ministries and branches to continue to maintain this level of determination throughout the entire implementation process.
Ministries and sectors must enhance their sense of responsibility, especially the responsibility of leaders in directing the work of assessment and periodic reporting. By December 10 at the latest, all ministries and sectors must submit full reports on the situation of removing difficulties and obstacles, and the target is to achieve at least 80% of the progress in resolving obstacles under their authority.
Along with that, ministries and branches proactively review all outstanding legal documents; promptly propose and promulgate necessary regulations to remove bottlenecks, while strengthening policy communication and promptly handling business recommendations. This is both an immediate task and a long-term requirement to perfect institutions, improve the investment and business environment and better serve people and businesses.
The Deputy Prime Minister assigned the Ministry of Justice to take the lead in developing a set of criteria to evaluate the performance of ministries and branches. The evaluation must be fair and transparent; there must be commendation and rewards, and at the same time there must be a review of responsibilities.
