The project to renovate and upgrade National Highway 28B is a vital transportation artery connecting Binh Thuan province with Lam Dong province. Upon completion in March 2026, this route will significantly shorten travel time from the coastal city of Phan Thiet to Da Lat, while also boosting regional trade.
Project planning details and specifications
National Highway 28B has a total length of approximately 68km and is designed according to the standards of a Class III road in a flat area. According to the plan, the project's starting point intersects with National Highway 1A in Luong Son commune, Bac Binh district, Binh Thuan province; the end point connects with National Highway 20 in Ninh Gia commune, Duc Trong district, Lam Dong province.
The project has specific technical specifications, including:
- Scale: Roadbed width 12m, road surface width 11m.
- Design speed: 80 km/h.
- Total investment: 1,435 billion VND.
- Investor: Vietnam Road Administration (Project Management Board 5 is responsible for implementation).
Construction began in April 2024, and the project requires the acquisition of approximately 68.59 hectares of land to facilitate the expansion and upgrading of the entire route.
Construction progress and key sections
Currently, most of the more than 60km length of the road has been basically completed with asphalt paving and road markings. The sections with the best progress are concentrated in the area from National Highway 20 to Dai Ninh Pass and the sections passing through Luong Son and Phan Son communes.

Despite the advantages, the project still faces significant challenges due to the rugged mountainous terrain and unstable geological conditions, especially in the Dai Ninh Pass area. According to Mr. Le Van Chung, Deputy Director of Project Management Board 5, this necessitates continuous adjustments to the construction plan based on the actual site conditions.
At the foot of Dai Ninh Pass and near the Bac Binh hydroelectric plant, contractors are concentrating maximum manpower and equipment to accelerate the remaining work.

Solutions for ensuring safety and infrastructure of elevated bridges.
A notable aspect of this upgrade project is the construction of six new viaducts in the Dai Ninh Pass area. These viaducts are designed to widen sharp bends, improve visibility, and ensure the safety of heavy vehicles. The investor plans to open five of these six viaducts to traffic in the near future.
For sections where the asphalt surface layer has not yet been completed, the contractor is laying crushed stone and leveling uneven areas to serve the transportation needs of people during peak periods. The coordination between the local government and the construction unit is gradually resolving land-related issues in the first 10km of the route in Luong Son commune.
Economic impact and regional linkages
Upgrading National Highway 28B is not simply about improving transportation infrastructure, but also plays a strategic role in relieving congestion on existing routes. The road forms an East-West link, effectively connecting the Eastern North-South Expressway system with the Central Highlands region.
The completion of the project is expected to expand development space, boost the tourism potential of Da Lat – dubbed "Little Paris" – and enhance the consumption of agricultural products and goods between provinces in the region.
