The expansion of the area and population after the merger in Khanh Hoi commune poses an urgent need to innovate leadership methods for sustainable development. According to the Party Secretary of the commune Pham Ngoc Hai, to meet the requirements of the tasks in the new situation, the Party Committee of the commune has urgently concretized the Resolution of the Congress for the term 2025-2030 with a full-term action program, implementing key tasks and breakthroughs, on the basis of clearly assigning people and tasks, and promoting the responsibility of the leader.
In the process of directing and organizing implementation, the Party Committee has strengthened regular and unscheduled inspections and supervisions, resolutely and thoroughly handling internal issues to ensure the absolute leadership of the Party Committee. Along with discipline, the Party Committee has determined that innovation in leadership methods, focusing on the people, is the core solution to strengthen trust, thoroughly implementing the motto "People know, people discuss, people do, people check, people supervise, people benefit".
The Party Committee strengthens regular work with the Party Committees of the villages, maintains meetings between the Party Secretaries of the communes and the Party Secretaries and village heads, and strengthens direct dialogue with the people of the villages and hamlets to promptly grasp the situation and remove difficulties related to people's lives.
Officials must "go to every alley, knock on every door" to listen and promptly resolve the legitimate concerns and aspirations of the people. An example can be given in the conversion of agricultural production: up to now, Khanh Hoi commune has basically eliminated the situation of fragmented fields. Many households, after converting ineffective rice growing areas to medicinal plant models, clean vegetables or aquaculture (Thai frogs, loach, growing angelica, Alisma orientalis), bring in high income. The value of products per hectare of cultivated land reaches 200 million VND/year, the average income reaches nearly 90 million VND/person/year. Along with that, the commune promotes the development of small-scale industry and services, with more than 600 business households and 12 effectively operating enterprises.
On that basis, the commune aims to build a "smart new countryside" by applying digital technology in management, operation, and implementation of the "paperless village" model. From the positive changes through the commune's solutions to promptly remove obstacles, encourage, and promote household economic development, many families have also voluntarily donated land, contributed to the construction of new countryside, creating a vibrant "model residential area" movement in the area.
Nho Quan commune after merging 3 communes has created a new development space. The Party Congress of the commune for the 2025-2030 term determined to continue maintaining and improving the quality of the criteria for advanced new rural areas, model new rural areas, striving to have 80% of model new rural residential areas by 2030, the commune meeting the criteria for type 5 urban areas. Along with focusing on innovating leadership methods, working style of cadres and party members in the direction of promoting responsibility, being close to the people, close to the grassroots, the commune identified digital transformation as the core content, especially in the management and direction of the Party Committee and government.

The commune's public administrative service center increases online reception and results, expands non-cash payment methods, connects data, and publicizes and makes transparent the entire process, time, fees and charges for handling administrative procedures on electronic boards, information portals and at one-stop shops.
In reality, this initiative of Nho Quan commune has spread strongly to each Party cell and each hamlet, demonstrated through the change in awareness and action of each Party member and citizen.

According to Chairman of the People's Committee of Nho Quan Commune Nguyen Tien Phong, in recent times, the commune has also coordinated to organize training courses to improve digital skills for cadres and civil servants to support people and businesses in effectively using online public services, through training in using shared software; encouraging cadres and civil servants to participate in online courses on using artificial intelligence (AI); establishing a digital technology team to propagate and support people to install VNeID, use online public services and make cashless payments.
With the goal of improving the material and spiritual life of the people, localities such as Nho Quan and Khanh Hoi communes are clear evidence of the results of the close and decisive leadership of the Party Committee and the high consensus of the people, contributing to building Ninh Binh province to become increasingly rich, beautiful and civilized.
