Improving the quality of grassroots business association activities

In Thieu Trung commune, a locality with a tradition of craft villages, services, and dynamic trade, the Commune Business Association was officially established in October 2025. According to Mr. Thieu Quang Thuc, Chairman of the Commune Business Association, this is the result of the consensus and voluntariness of local businesses and business households: "The Association was established with the goal of gathering, uniting, and supporting members to develop and link sustainably. We consider this a bridge between businesses and the government, a forum to share and promptly reflect on difficulties, and at the same time spread the spirit of entrepreneurship in the community."

Immediately after its establishment, the Thieu Trung Commune Business Association has oriented many specific solutions to promote its representative role for the local business community such as: promptly grasping, synthesizing and reflecting difficulties and problems of members to the government; advising and proposing solutions to create a favorable and transparent investment environment; committing to proactively participating in building and criticizing policies, disseminating new laws and mechanisms of the State to members. Along with that, the association focuses on improving the effectiveness of supporting and developing members, coordinating with departments and branches to organize training, fostering management capacity, promoting trade, visiting, learning experiences, promoting local products.

In Truong Lam commune, inheriting the advantages of the old administrative units, the locality has the strength to develop both the construction materials industry, services and trade, with many industrial parks and large-scale production clusters. There are currently 153 enterprises operating in the area, many of which have stable production capacity and employ a lot of labor such as: Dai Duong Cement Company, Hoang Truong Joint Stock Company, Trung Nam Company Limited, Giang Son Irrigation and Transport Construction Company Limited...

Realizing the potential and advantages, right from the first days of the merger, the Truong Lam commune government has accompanied enterprises in stabilizing production, completing infrastructure and removing difficulties in procedures. This is also one of the first communes in the province to establish a business association, aiming to create a channel connecting the government with businessmen.

Party Secretary of the commune, Le Van Thong affirmed that Truong Lam will continue to strongly improve the investment environment, encourage innovation, support businesses in the fields of construction materials, mineral exploitation, trade, services and transportation, maximize capacity, and become a driving force for local socio-economic development.

Up to now, the province has established 16 business associations at the commune and ward levels, attracting hundreds of business members to participate. In localities with a large number of businesses such as Quang Trung ward, Trung Chinh, Thieu Trung, Truong Lam communes..., this model has aroused the sense of connection and cooperation in the business community, clearly demonstrating the spirit of the government's support for businesses.

Many other communes and wards are also actively campaigning and completing documents to officially launch the business association in the near future. Mr. Nguyen Khac Duy, Director of Nguyen Duy Construction and Trading Company Limited, Truc Lam Ward, said: "The ward currently has about 60 operating enterprises. We are actively campaigning to establish a business association with the goal of creating a forum to connect and support members in production and business, and at the same time be a bridge between enterprises and local authorities to overcome difficulties and promote the economic potential of the ward."

Supporting businesses in terms of models and directions of operation, in recent times, VCCI Thanh Hoa - Ninh Binh Branch and the Provincial Business Association have also proactively coordinated to provide orientation, guidance on establishment procedures, professional training and connection to the network of grassroots associations.

According to Mr. Pham Hoai Nam, Deputy Director of VCCI Thanh Hoa - Ninh Binh, the development of grassroots business associations helps to form a comprehensive business support system, from the provincial to grassroots level: "When grassroots businesses connect into a network, they not only share experiences but also increase competitiveness and expand market opportunities. VCCI will continue to accompany in training, digital transformation and investment promotion, helping grassroots associations operate more and more professionally and effectively."

From the perspective of the Provincial Business Association, Mr. Trinh Xuan Lam, Vice President of the Association, affirmed that the formation of grassroots business associations is an important foundation for building a strong provincial business ecosystem. “Each commune and ward has a dynamic business association, which will be a network to spread the spirit of entrepreneurship and innovation. The Association will continue to support and protect the legitimate rights of businesses, while creating conditions for grassroots associations to promote their role in criticizing, connecting, and accompanying local authorities in economic and social development,” Mr. Lam shared.
