A civilized and modern city should not only be measured by its infrastructure or economic growth, but also by the quality of life and access to healthcare services for its citizens.
Access to convenient medical examinations and treatment, proactive healthcare at the grassroots level, and access to advanced technology and smart medical services are becoming essential needs for the people of Hanoi. Therefore, the mechanisms outlined in the 2026 Capital City Law, along with new policies from the Government and the Ministry of Health, not only unlock additional resources for the development of Hanoi's healthcare sector but also reaffirm the principle of putting the people at the center of sustainable development strategies.
However, in recent times, alongside the achievements, Hanoi's healthcare system is still facing numerous difficulties and challenges. Overcrowding at tertiary hospitals persists, particularly in cardiology, oncology, pediatrics, and obstetrics. Meanwhile, the capacity of primary healthcare facilities is uneven in many areas; some health stations lack high-quality personnel and equipment, and have not yet built sufficient trust for people to choose them for initial medical examinations and treatment.
While the application of digital technology, electronic health records, and telemedicine has been implemented, it is not yet synchronized or widespread, and therefore has not formed a complete smart healthcare ecosystem. Without groundbreaking solutions in terms of mechanisms, finance, human resources, and digital transformation, the Hanoi healthcare sector will find it very difficult to meet the increasingly high demands of the people in this new development phase.
Therefore, the 2026 Capital City Law is expected to create significant impetus for the comprehensive, modern, and intelligent development of Hanoi's healthcare system. Specific mechanisms regarding investment, finance, social mobilization, and attracting high-quality human resources will help Hanoi be more proactive in upgrading infrastructure, building more specialized hospitals, high-tech centers, and a modern emergency medical system.
More importantly, the new policies are geared towards building a people-centered healthcare system. People will not only have easier access to medical services but also continuous health management through electronic health records, digital platforms, and smart healthcare models.
Promoting digital transformation in the healthcare sector will help reduce administrative procedures, save time, and enhance transparency and service quality. Commune and ward health stations will not only perform tasks such as disease prevention, vaccination, and primary care, but will gradually become "gatekeepers" of community health, managing and treating chronic diseases, caring for the elderly, and providing disease prevention advice at the grassroots level...
Along with high-tech investment, Hanoi also needs to focus on developing humane healthcare, building a team of medical professionals with excellent expertise, strong professional ethics, and a dedicated service spirit. Ultimately, the highest goal of all healthcare policies is to bring healthy, safe, and happy lives to the people. When people receive better healthcare and have access to more equitable and modern medical services, it forms the foundation for the sustainable development, civilization, and livability of the capital city.
With the new mechanisms of the 2026 Capital City Law and the determination of the health sector to innovate, Hanoi is facing a great opportunity to create a strong transformation in the work of universal health care. This is not only a requirement of practice but also a concrete action to realize the goal of "people's happiness" set forth in the Resolution of the 18th Congress of the Hanoi City Party Committee.
