Elevating document management software

At the first pilot training conference on several shared digital platforms of the National Assembly held in Hai Phong city on May 15th, organized by the National Assembly Office in coordination with the Standing Committee of the City People's Council, Deputy Head of the National Assembly Office Nguyen Manh Hung emphasized that the software must be used regularly and continuously, with feedback and suggestions for improvement. At the same time, there must be a strong and decisive effort in implementation; for example, once document management software is used, paper documents must no longer be accepted.

In his welcoming remarks and report on the readiness for digital transformation of the Hai Phong City People's Council, the Standing Vice Chairman of the Hai Phong City People's Council, Dao Trong Duc, emphasized that Hai Phong is the first locality to implement this software. He expressed his hope that the National Assembly Office would transfer it to the city level and some pilot wards, and then expand it.

Evaluating the organization of the city's People's Council's digital sessions for the 2021-2026 term, the Standing Vice Chairman of the People's Council stated: The Hai Phong City People's Council has implemented the digital sessions very well, synchronously, and relatively comprehensively. Some district-level units previously also implemented digital sessions, helping to minimize paper printing and effectively utilizing many features and technical support services. However, because the city does it for the city and the districts for the districts, there is waste and a lack of synchronization, failing to create data interoperability... In particular, there is a lack of connection with the city's data center and the National Data Center.

The Standing Vice Chairman of the City People's Council requested the National Assembly Office to pay attention to and provide guidance and support for the transfer of technology to the city and communes, and to direct Viettel Group to provide good support services. At the same time, he proposed moving towards a unified document management software system for both the Party and the government, to avoid wasting investment and, especially, to create a unified, shared data system.

Recognizing that digital transformation must be implemented step by step with high determination, the Standing Vice Chairman of the City People's Council, Dao Trong Duc, requested the Office to closely coordinate with Viettel Group and relevant agencies, and to quickly implement the Q-Cabinet paperless meeting platform. "The pilot project must be successful," the Standing Vice Chairman of the City People's Council affirmed.

Commitment to maximizing the openness of shared digital platforms for local communities.

Speaking at the conference, Deputy Head of the National Assembly Office Nguyen Manh Hung stated: based on Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation, all agencies in the political system have been very actively involved. In the overall digital transformation of the entire political system, the National Assembly has also been very actively involved. Immediately after Resolution No. 57-NQ/TW was issued, on December 31, 2024, the National Assembly Office submitted to the Standing Committee of the National Assembly a Resolution approving the Strategy for the Development of an Electronic National Assembly, aiming towards a Digital National Assembly for the period 2024-2026, with a vision to 2030. Viettel Group is a partner with the National Assembly in implementing digital transformation systems. To date, 22 digital infrastructure software platforms for the National Assembly have been deployed.

Deputy Head of the National Assembly Office Nguyen Manh Hung emphasized that shared software will help save time and resources, and affirmed that all software deployed by the National Assembly Office is committed to being as open as possible to localities if needed. He expressed the hope that localities would be ready to participate in the implementation, with the support of Viettel Group.

At the conference, delegates heard a presentation from the head of the Digital Transformation Department on the overall ecosystem of the National Assembly's shared digital platform. The Digital Transformation Department and Viettel Group demonstrated and provided direct interactive guidance on three platforms: the Q-Cabinet paperless meeting room; the digital learning platform; and the Citizen Petition software...

Expressing his delight at having access to an overview of the National Assembly's shared digital platform ecosystem, and having received training and experienced three platforms with their rich, easy-to-understand, and easy-to-use tools and features, Vice Chairman of the Ngo Quyen Ward People's Council Pham Thanh Phuc affirmed his determination to become a "shining example" of digital transformation in elected activities. He also proposed organizing training and guidance on the use of the platforms, either in person or online, for People's Councils of communes and wards; and assigning staff to provide regular and timely support to resolve difficulties, obstacles, and technical issues arising during the operation of the facilities.

Regular use leads to continuous improvement.

The practical experience from the pilot training conference on shared digital platforms of the National Assembly in Hai Phong city shows that the need for digital transformation and its application in the professional activities of all agencies in the political system is very great. To ensure smooth and effective coordination, the Deputy Head of the National Assembly Office requested the Hai Phong City People's Council to continue directing the Office of the National Assembly Delegation and the City People's Council to closely coordinate with the Digital Transformation Department and Viettel Corporation in the implementation; and requested the pilot wards to proactively prepare the technical infrastructure, especially the terminal equipment, actual usage needs, and operational plans.

Deputy Head of the National Assembly Office Nguyen Manh Hung further emphasized the outstanding features of the platforms: the Q-Cabinet paperless meeting room helps enhance two-way interaction in management, ensuring speed, efficiency, and practicality; the Citizen Petition software helps delegates immediately respond to voters' opinions, aiming to survey and build a framework for compiling voters' opinions for the People's Council, similar to the National Assembly, if the locality has the need…

Noting that the software must be used regularly and continuously, with feedback and improvements made, the Deputy Head of the National Assembly Office suggested that localities should regularly exchange information and conduct surveys to adjust and continue coordinating to ensure the most effective use of the National Assembly's shared platforms. "We must make a concerted and decisive effort; for example, once we start using document management software, we should never accept paper documents again," Deputy Head of the National Assembly Office Nguyen Manh Hung emphasized.
