(TN&MT) - The Department of Natural Resources and Environment of Binh Duong has just issued a Report on the implementation results of Decision No. 497/QD-TTg dated March 21, 2022 of the Prime Minister and Plan No. 51-KH/TU dated March 2, 2022 of the Binh Duong Provincial Party Committee on implementing Directive No. 10-CT/TW dated September 25, 2021 of the Secretariat on strengthening the Party's leadership over hydrometeorological work to meet the requirements of national construction and defense.


Perfecting institutions and policies

Implementing Directive No. 10-CT/TW of the Secretariat and Decision No. 497/QD-TTg of the Prime Minister , the People's Committee of Binh Duong province submitted to the Binh Duong Provincial Party Committee to issue Plan No. 51-KH/TU dated March 2, 2022 and the People's Committee of Binh Duong province issued Plan No. 4336/KH-UBND dated August 25, 2022. On that basis, the Department of Natural Resources and Environment of Binh Duong also developed Plan No. 3428/KH-STNMT dated September 20, 2022 to implement Plan No. 4336/KH-UBND. Accordingly, the Department of Natural Resources and Environment focuses on raising awareness and sense of responsibility about the role, position and importance of hydrometeorological work; perfecting institutions and policies, implementing hydrometeorological policies well; building a hydrometeorological database and exploiting and using hydrometeorological information and data; Integrate contents on hydrometeorology and climate change, and greenhouse gas emission reduction into Decision No. 2218/QD-UBND dated August 30, 2023 of the Provincial People's Committee on adjusting the Environmental Protection and Climate Change Response Plan for the period 2021 - 2025 in Binh Duong province.

"In the coming time, the Department of Natural Resources and Environment of Binh Duong will continue to strengthen the review and inspection of the origin of the use of hydrometeorological data information in the process of developing development programs and plans for the natural resources and environment sector or giving comments on investment projects in Binh Duong province; at the same time, continue to deploy and disseminate the Law on Hydrometeorology and the Hydrometeorological Development Strategy to 2030, with a vision to 2045, which were issued together with Decision No. 1970/QD-TTg dated November 23, 2021 of the Prime Minister to organizations and individuals through training courses on the implementation of legal documents for management officials of the Department of Natural Resources and Environment of the province, related sectors, People's Committees of districts, towns, cities and associations in the province".

Currently, the People's Committee of Binh Duong province has approved the Program for monitoring environmental quality, groundwater resources and hydrology in the province in 2024 in Decision No. 2869/QD-UBND dated November 6, 2023 of the People's Committee of Binh Duong province; periodically review and update the list of works, project owners must monitor and provide information and data on hydrometeorology, the results show that there are 3 reservoir works subject to hydrometeorology monitoring according to the provisions of the Law on Hydrometeorology, Decree No. 38/2016/ND-CP dated May 15, 2016 and Decree No. 48/2020/ND-CP dated April 15, 2020 of the Government. Binh Duong province also applies the technical and economic norms of the hydrometeorological station network according to Circular No. 24/2022/TT-BTNMT dated December 30, 2022 of the Ministry of Natural Resources and Environment; Build the Unit Price for the operation of the hydrometeorological station network in the province as a basis for ordering hydrometeorological monitoring programs.

At the same time, Binh Duong has also periodically developed a 5-year and annual natural disaster prevention plan to proactively prevent and respond to each level of natural disaster risk; synthesized reports on natural disasters and damage caused by natural disasters in 2023 in the province to provide to the General Department of Hydrometeorology (Ministry of Natural Resources and Environment); completed the specialized hydrometeorological network in the province, integrated the network of environmental quality monitoring stations into the content of the Binh Duong Provincial Planning for the period 2021 - 2030, with a vision to 2050; organized inspections and examinations of violations of technical corridors of hydrometeorological works in the province according to the coordination regulations of the Binh Duong Provincial People's Committee in State management of hydrometeorology. In addition, the locality also proactively participated in and coordinated with relevant units in protecting meteorological works in the management area.

Improving forecasting capabilities

Currently, the Department of Natural Resources and Environment of Binh Duong has invested in upgrading equipment, collecting and processing data automatically at the Tan Uyen specialized hydrological station from manual to automatic monitoring, operating 2 specialized hydrological stations invested by Binh Duong province, increasing the frequency of water level monitoring to 5 minutes/time in the flood season and 10 minutes/time in the dry season to create a thick data chain to serve natural disaster prevention work in the province. Every year, the Department of Natural Resources and Environment also reports data collected from 2 specialized hydrological stations invested by Binh Duong province to the General Department of Hydrometeorology according to regulations; integrating and integrating the specialized hydrometeorological network in Binh Duong province with environmental quality monitoring stations and hydrometeorological stations of ministries and branches into the content of the Binh Duong Provincial Planning for the period 2021 - 2030, with a vision to 2050.

At the same time, the Department of Natural Resources and Environment of Binh Duong has also applied current norms and standards to serve the management and operation of specialized hydrometeorological stations in the province such as Circular No. 22/2022/TT-BTNMT dated December 20, 2022 and Circular No. 13/2023/TT-BTNMT dated October 16, 2023 of the Ministry of Natural Resources and Environment. At the same time, the Department of Natural Resources and Environment of Binh Duong has also promoted the application of forecasting and warning methods and procedures according to current regulations. In particular, the Department of Natural Resources and Environment has applied advanced, innovative and creative technology such as using highly accurate forecasting software from advanced countries in the world to provide timely and complete bulletins to the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue to take measures to prevent, avoid and minimize damage when natural disasters occur.

Along with that, Binh Duong province has also effectively used investment resources for hydrometeorological work to ensure the maintenance and regular monitoring of two specialized hydrometeorological stations in the province to serve natural disaster prevention and search and rescue work to ensure the socio-economic development needs of the province. In particular, the province has allocated more than 1 billion VND for hydrometeorological work in 2022 and 2023. In particular, Binh Duong province has also sought the support of international organizations in the field of hydrometeorology and participated in seminars coordinated by international organizations with agencies under the Ministry of Natural Resources and Environment to enhance the exchange of information and experiences such as: The 25th Scientific Conference on the theme: "Hydrometeorological Science, Environment and Climate Change to serve the protection of natural resources and environment, natural disaster prevention, promoting green growth towards sustainable development...

Continue to thoroughly understand

According to the Department of Natural Resources and Environment of Binh Duong, in the coming time, the Department of Natural Resources and Environment will continue to thoroughly grasp and effectively implement the contents of Directive 10-CT/TW dated September 25, 2021 of the Secretariat, Decision No. 497/QD-TTg dated March 21, 2022 of the Prime Minister and Plan No. 51-KH/TU dated March 2, 2022 of the Binh Duong Provincial Party Committee on Directive No. 10-CT/TW to all cadres, party members, civil servants, public employees, and workers of the entire Natural Resources and Environment sector of Binh Duong province, especially the Party's views on the position, role and importance of hydrometeorological work.

Binh Duong Department of Natural Resources and Environment will also urge and remind owners of specialized works and works subject to hydrometeorological monitoring to fully comply with regulations such as: Organizing the installation of monitoring stations, providing hydrometeorological information and data; strictly implementing regulations on content, mode, location, factors, and frequency of monitoring; installing monitoring equipment in accordance with Circular No. 13/2023/TT-BTNMT dated October 16, 2023 of the Ministry of Natural Resources and Environment on technical regulations on monitoring and providing hydrometeorological information and data for specialized hydrometeorological stations; continuing to provide guidance to improve knowledge and skills in responding to climate change for organizations and individuals.

Along with that, the Department of Natural Resources and Environment of Binh Duong will also continue to urge and remind organizations and individuals to regularly monitor and update information on the situation and developments of climate change on mass media; use hydrometeorological data information with clear origins; continue to maintain the operation of specialized hydrometeorological stations, deploy the network of specialized hydrometeorological stations in Binh Duong province for the period 2021 - 2030 built in the Provincial Planning and the Program for monitoring environmental quality, groundwater resources and hydrology in the province in 2024 in Decision No. 2869/QD-UBND dated November 6, 2023 of the People's Committee of Binh Duong province.
