
Officials at the Yen Phu Commune Public Administrative Service Center guide residents on how to pay fees and charges cashless via mobile phones.
Previously, whenever she needed to receive her social welfare benefits, Ms. Tran Thi Tan (65 years old) from Thanh Yen Street, Quang Phu Ward, had to queue at the community center. Now, the money is deposited into her account on payment day, eliminating the need to go to the center to collect it. Ms. Tan's story is no longer unique. Since September 2023, following Plan No. 152/KH-UBND of the Provincial People's Committee, Thanh Hoa officially implemented payment via bank accounts. In localities throughout the province, more and more people are becoming familiar with receiving social welfare benefits through bank accounts. These seemingly small changes have significant meaning, marking a shift in administrative reform and promoting cashless payments in accordance with the Prime Minister's Project 06 on "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030".
By May 2026, Thanh Hoa province had made payments via bank accounts to 46,167 out of 148,894 social welfare beneficiaries (31.01%); 24,448 out of 114,974 social pensioners (21.26%); and 17,358 out of 17,560 war veterans (98.85%). Although the percentage is still modest, with the involvement of departments, agencies, and local authorities, cashless payments are gradually being promoted. This not only changes the payment method but also contributes to transparency in the process, reduces corruption, and improves budget management efficiency.
Implementing the Prime Minister 's Decree 06 and the "Development of Non-Cash Payments in Thanh Hoa Province, 2021-2025" project, departments, localities, and telecommunications service providers have invested in and upgraded technical infrastructure and developed internet service points, better meeting the growing demand for cashless payments.
At Thanh Hoa Power Company, various methods of electricity bill payment have been implemented. To provide maximum convenience for customers, the company has signed cooperation agreements with banks such as Vietinbank, Agribank , Abbank, BIDV, Vietcombank... and intermediary collection organizations such as Viettel, Payoo, Vnpay, VNPT, Momo, Vimo, VNpost, and ZaloPay. Thanks to the efforts of the power sector, the close cooperation of banks and intermediary organizations, and especially the positive response from the people, the rate of customers paying electricity bills without using cash at Thanh Hoa Power Company will reach 100% by 2025.
Ms. Nguyen Thi Thao, residing on Tan Son Street, Hac Thanh Ward, said: “In previous years, I had to go to the neighborhood cultural center on the 12th of every month to pay my electricity bill. If I forgot or was too busy to go, I had to go to the Thanh Hoa Power Company on the following days. Since using the cashless payment service, with just a few simple steps, I can pay my electricity bill right at home or at work, which is very quick, convenient, and safe.”
In the first four months of 2026, the entire province collected nearly 2.5 billion VND in fees and charges for administrative procedures, with cashless payments accounting for 98.37%. To provide the greatest convenience for organizations and citizens, the Provincial Public Administration Service Center and the communes and wards have implemented online payment on the National Public Service Portal, and also applied various payment methods such as bank transfer, QR code scanning, ATM card swiping, and credit card payments. These payment methods not only save time for organizations and citizens but also enhance transparency in handling administrative procedures.
Mr. Le Manh Hung, Deputy Director of the Public Administrative Service Center of Truong Van Commune, said: “Previously, the habit of using cash was still quite common among rural people. But after the center implemented electronic payment methods, people have changed a lot. Practical benefits such as saving time withdrawing cash, not having to worry about losing money, and simple operations on their phones help people easily complete fee and charge payments quickly.”
To promote cashless payments, in early April 2026, the Provincial People's Committee issued Document No. 6019/UBND-KTTC on strengthening cashless payments and improving tax management efficiency in 2026. Currently, 100% of businesses have implemented electronic tax payments via bank accounts, with over 8,000 tax payment transactions totaling over 1,000 billion VND. The tax authorities have also deployed an electronic tax application on mobile devices (eTax Mobile) to support citizens and business households in fulfilling their tax obligations to the State budget. Through the eTax Mobile application, people have conducted over 32,000 transactions with a total tax payment of over 63 billion VND.
In the digital age, cashless payments are not just a convenience, but have become an essential foundation for socio-economic development. This represents a powerful shift, bringing digital transformation closer to citizens and businesses, while simultaneously enhancing efficiency and transparency in state management. Therefore, along with the decisive involvement of all levels and sectors, active participation from the public is crucial to increase the number of people using cashless payment methods, aiming for a modern, professional, and transparent working environment.
