Units are required to report on the progress of assigned tasks according to Plan No. 02, Resolution 214/NQ-CP, Project No. 06, and the progress of implementing electronic medical records and electronic health books in 2026 at the Ministry of Health .
Each Department and Division has tasks to be implemented within the database group that must continue to be carried out in 2026 to further develop specialized databases, complete electronic health records and electronic medical records, and ensure seamless connectivity from the central to local levels.

In 2026, the health sector will continue to develop 14 databases, focusing on perfecting shared platforms, standardizing and connecting important databases, improving the quality of online public services, and creating a solid foundation for the next phase of development.
The delegates also reported to Deputy Minister Nguyen Tri Thuc on some difficulties related to the slow disbursement of additional funds for signed contracts; and the need for closer coordination between the Departments and the National Center for Health Information in carrying out tasks.
Concluding the meeting, Deputy Minister Nguyen Tri Thuc stated that the healthcare database is identified as the core foundation for improving the quality of management, examination, treatment, and healthcare for the people. Resolution No. 214/NQ-CP particularly emphasizes centralized data governance, where data must not only be "accurate, complete, clean, and relevant" but also "unified and shared."

The Deputy Minister requested that the units further enhance their sense of responsibility, accelerate the implementation progress according to the assigned work groups, continuously update, innovate and improve, and promptly send documents to the National Health Information Center confirming their agreement to allow the Center to transfer the database groups belonging to the units, as part of the tasks of Resolution 214/NQ-CP, to 2026.
The Deputy Minister noted that the group of specialized databases needs to be reviewed, evaluated, and further developed, supplemented, and comprehensively standardized according to common standards. The Departments and Divisions within the group possessing these databases must quickly finalize the content of the guidelines for work procedures in a consistent and effective manner.
Regarding the implementation of electronic medical records and electronic health books in 2026, Deputy Minister Nguyen Tri Thuc requested the Department of Science , Technology and Training to act as the focal point, in coordination with the National Center for Health Information, to complete the draft Directive of the Minister of Health on promoting the implementation of electronic medical records at medical examination and treatment facilities by early March 2026.
