On January 14, 2025, the State Bank of Vietnam, Region 4 Branch, held a conference to implement tasks for 2026 in Tuyen Quang province. Attending and directing the conference was Ms. Nong Thi Bich Hue, Member of the Standing Committee of the Provincial Party Committee and Permanent Deputy Secretary of the Party Committee of the People's Committee of Tuyen Quang province.

According to information presented at the conference, in 2025, the banking sector in Tuyen Quang province proactively followed the directives of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, as well as the operational guidelines of the State Bank of Vietnam; promptly implementing monetary and interest rate policies and mechanisms in line with economic developments. Deposit interest rates were maintained at a reasonable level, lending interest rates continued to support businesses and individuals in recovering and developing production and business; and the foreign exchange market remained basically stable.
Credit activities are managed with a focus on production and business sectors, priority areas, and growth drivers of the economy. Capital mobilized in the province reached VND 72,647 billion, an increase of 13.7% compared to 2024; total outstanding loans in the province in 2025 are projected to reach VND 80,229 billion, an increase of 20.3% compared to the end of 2024.
Based on the results achieved, in 2026, the State Bank of Vietnam's Regional Branch 4 has set targets such as a growth rate of mobilized capital in the region reaching 11-13%, a growth rate of outstanding loans to the economy striving to reach 13-15%; and non-performing loans below 2%.

Speaking at the conference, Ms. Nong Thi Bich Hue, Permanent Deputy Secretary of the Party Committee of the People's Committee of Tuyen Quang province, acknowledged and praised the achievements of the banking sector in the province over the past year, making a positive contribution to the province's socio-economic development goals. Despite many difficulties, the sector has strived to innovate its leadership and management methods, improving the effectiveness and efficiency of state management in its assigned areas.
Comrade Nong Thi Bich Hue suggested that in the coming period, the banking sector in the province should continue to closely follow the leadership of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the direction and management of the State Bank of Vietnam , and effectively implement the sector's tasks in 2026, focusing on the following contents:
Firstly, closely adhering to the province's socio-economic development goals and the developments in production and business activities in the area, we must thoroughly understand and effectively implement the monetary policy management solutions of the State Bank of Vietnam to continue maintaining stability and high growth in banking operations, serving local socio-economic development;
Secondly, there are specific solutions to proactively and vigorously promote capital mobilization from within and outside the province and leverage the support of bank headquarters to focus investment on production and business, actively supporting businesses and people to increase their access to credit, especially directing credit towards production and business sectors, priority sectors according to government policies, traditional growth drivers, and new growth drivers; prioritizing investment in industries and sectors with advantages in the province, key projects, digital transformation, green transformation, and private sector development;
Thirdly, continue to promote the implementation of solutions to boost digital transformation in the banking sector, ensuring the security and safety of all activities in cyberspace, developing inter-sectoral databases, protecting citizens in the online environment, and contributing to the successful achievement of the province's digital transformation goals and plans; continue to develop cashless payments and expand the ecosystem to improve access to banking services for the economy;
Fourth, ensure absolute security and safety in banking operations and at banking transaction locations. Effectively manage currency and treasury operations, ensuring a sufficient and timely supply of cash in circulation; strengthen foreign exchange management and gold trading activities in the area;
Fifth, continue to uphold social responsibility, actively participate in social welfare work, and contribute to the community alongside the entire political system of Tuyen Quang province in the fight against poverty, improving the quality of life for people in difficult circumstances;
Sixth, coordinate with relevant departments, agencies, and units in implementing political tasks at the local level. Regularly monitor, evaluate, and analyze the results of activities, difficulties, and obstacles encountered during task implementation, in order to promptly advise and propose solutions to the Provincial Party Committee, the Provincial People's Committee, and the Governor of the State Bank of Vietnam, to address difficulties and obstacles, and to direct and manage banking operations safely and sustainably.

On behalf of the leadership of the State Bank of Vietnam's Regional Branch 4, Ms. Truong Thu Hoa acknowledged the directives from the leaders of the Tuyen Quang Provincial People's Committee and will concretize them into the plan and action program of the banking sector in Region 4 for 2026. She will lead, direct, and effectively implement state management of monetary affairs, banking activities, and foreign exchange in the region, contributing to the banking sector's successful implementation of socio-economic development tasks in the locality.
