
Implementing the Prime Minister's direction in Official Dispatches 214/CD-TTg dated November 12, 2025 and 215/CD-TTg dated November 13, 2025 on damage statistics, the State Bank of Vietnam (SBV) issued Official Dispatch 10328/NHNN-TD requesting credit institutions and SBV branches in Regions 8, 9, 10, 11 to deploy urgent tasks to support customers affected by storms and floods.
Accordingly, the units continue to implement support solutions according to Official Dispatch 9651/NHNN-TD dated November 4, 2025, expanding the list of localities to include Khanh Hoa, Gia Lai, Dak Lak and Lam Dong, in addition to the areas affected by storms No. 12 and 13 and floods in October and November. Credit institutions must proactively review damages related to customers' loans, report to the regional branches of the State Bank to advise the People's Committees of provinces and cities to direct the completion of documents, procedures and debt cancellation if eligible.
Debt relief is implemented in accordance with Decree 55/2015/ND-CP, amended by Decree 116/2018/ND-CP, Decree 156/2025/ND-CP and Circular 29/2025/TT-NHNN. The State Bank of Vietnam requests leaders of credit institutions and branch directors to promptly implement and ensure progress.
During the implementation process, if difficulties arise beyond the authority, the units need to report to the State Bank for consideration and guidance. This is an important basis to help people and businesses quickly recover production after natural disasters.
Currently, State Bank branches in regions 8, 9, 10, 11 manage areas including Ha Tinh, Quang Tri, Thua Thien - Hue, Quang Ngai, Da Nang , Khanh Hoa, Gia Lai, Dak Lak and Lam Dong.
