The Ministry of Agriculture and Rural Development has proposed that the Prime Minister support 10,000 billion VND from the central budget reserve in 2024 for localities to overcome the consequences of natural disasters and restore agricultural, forestry and fishery production.
Deputy Minister of Agriculture and Rural Development Phung Duc Tien said that storm No. 3, which made landfall directly in our country, caused great damage to coastal localities, especially in Quang Ninh province and Hai Phong city.
In agriculture alone, 284,472 hectares of rice were flooded and damaged; 61,114 hectares of crops were flooded and damaged; 39,188 hectares of fruit trees were damaged; 189,982 hectares of forest were damaged; 35,029 hectares and 11,832 aquaculture cages were damaged and swept away; 44,174 livestock and 5,604,587 poultry died.
Mr. Pham Kim Dang, Deputy Director of the Department of Animal Husbandry, said that a survey in localities affected by Storm No. 3 showed that many farms had their roofs blown off, walls collapsed, and the power supply system to the farms was destroyed, making it impossible to provide timely electricity. The total damage caused to the livestock industry is about 4,000-5,000 billion VND.
Regarding the aquaculture sector, Mr. Tran Dinh Luan, Director of the Department of Fisheries, said that the total aquaculture area affected by broken embankments and flooding was about 30,137 hectares. The estimated damage to aquaculture caused by storm No. 3 and the floods after the storm was about 6,180 billion VND. Mr. Luan also said that he had worked directly with banks and credit institutions to consider debt forgiveness, debt extension and adding new loan packages to support people to restore aquaculture production.
Deputy Minister Phung Duc Tien said that in order to restore production after the storm and flood, on September 27, the Prime Minister issued Directive 100, assigning ministries and branches to restore agricultural production after the serious impact of storm No. 3. The Ministry of Agriculture and Rural Development has issued many directives to proactively restore agricultural production in the fields of cultivation, livestock, aquaculture, forestry, irrigation and natural disaster prevention. In addition, it provides guidance on techniques for caring for and restoring crops and livestock after the storm; directs, guides, conducts field surveys, and supports localities in stabilizing the population and resettling people in areas affected by the storm.
In addition, the Ministry of Agriculture and Rural Development has also proposed that the Prime Minister support 10,000 billion VND from the central budget reserve in 2024 for localities to support people's livelihoods, repair, renovate and upgrade the dyke system, irrigation reservoirs, especially key works damaged during the flood; repair and restore roads, medical and educational facilities, restore agricultural production, arrange and relocate people in areas at high risk of natural disasters, especially landslides and flash floods in mountainous areas to safety.
At the same time, it is recommended that the Prime Minister and relevant ministries and branches promptly give opinions and approval so that localities can receive seeds in time to meet the needs of farmers in areas affected by natural disasters.
