At the request of the Acting Secretary of the Provincial Party Committee, the leaders of the Department of Agriculture and Rural Development and its affiliated units reported on the implementation of professional tasks of the management sector, Party building work, and building of the agency apparatus; at the same time, they reported, deeply evaluated, and clarified a number of contents such as: Currently, the whole province has 157 OCOP products, however, the output of each product is still low, not meeting market demand. Small-scale, fragmented, self-sufficient livestock farming, products have not become concentrated commodities. Responsibility for management, operation, exploitation, maintenance of irrigation reservoirs serving production and people's daily life; especially the management and operation of water reservoirs serving the daily life of 4 mountainous districts of Quan Ba, Yen Minh, Dong Van, and Meo Vac.

Participating in giving opinions, the members of the working delegation all affirmed that the Department of Agriculture is a large unit, playing a role in state management in many fields. The delegates hoped that the Department of Agriculture and Rural Development should boldly advise and propose to the province to effectively and efficiently carry out professional tasks under its management, especially the implementation of directives and resolutions; projects and programs of the Provincial Party Committee, People's Council and Provincial People's Committee. Closely coordinate with departments, branches and localities; effectively use investment resources and support from the State; review and evaluate the implementation of substantive programs and projects to propose effective solutions for further implementation; focus on disseminating and thoroughly grasping the Party's directives and resolutions to cadres and party members; strengthen Party building work; prevent and combat corruption, waste and negativity.

Concluding the working session, Acting Secretary of the Provincial Party Committee Nguyen Manh Dung acknowledged and commended the efforts and comprehensive results achieved by the Agriculture and Rural Development sector in recent times, which have contributed positively to the socio-economic development tasks of the province since the beginning of the term, especially in the difficult context due to weather and epidemics.

The Acting Secretary of the Provincial Party Committee also frankly pointed out the limitations and suggested that the Party Committee of the Department of Agriculture and Rural Development should pay attention and have better solutions in the coming time, such as: With the role and position as one of the most important economic sectors of the province, agriculture has not developed commensurate with its potential and advantages; State management in the field of agriculture - rural development is still limited; productivity, quality, and competitiveness of products are not high; the application of scientific and technological advances in production is not good; the model of clean and organic agricultural production has not been widely replicated; the thinking of agricultural production to agricultural economy has not caught up with the trend; has not advised the province to direct the management and exploitation of irrigation works effectively...

Regarding the tasks in the coming time, Acting Secretary of the Provincial Party Committee Nguyen Manh Dung requested the Party Committee of the Department of Agriculture and Rural Development to lead and direct the implementation of 4 key tasks, specifically: Strengthening the work of building a clean and strong Party, ensuring good implementation of the Party's principles and regulations, especially the principles of democratic centralism, self-criticism and criticism; improving the effectiveness and efficiency of state management in the fields of agriculture and rural development; proactively researching and advising the Provincial People's Committee to assign specific targets and tasks to localities in the fields of the industry; innovating and improving the efficiency of the units under the Department; closely coordinating with departments, branches and localities; training and fostering to improve the qualifications and public service awareness of civil servants and public employees in the industry to meet the requirements of the tasks.

Continue to thoroughly grasp and concretize the directives, resolutions, projects, programs and policies of the Provincial Party Committee, People's Council and Provincial People's Committee on agricultural development, especially the conversion of corn and the renovation of mixed gardens, which is difficult but must be done. It must be determined that the agricultural sector is still the pillar of the province's economy, making an important contribution to ensuring social security; developing the sector based on three main pillars: agriculture, farmers and rural areas, in which farmers are the center.

Promote production development in each field and product group with advantages: Regarding cultivation, pay attention to concentrated production, associated with promoting harvesting, preservation, processing and consumption according to the value chain on the basis of high technology, promoting product advantages and regional advantages, developing key products and specialties. Regarding livestock, it is necessary to promote and encourage commercial livestock farming, attract investors, use high technology, environmentally friendly for livestock farming according to the farm and family farm model, associated with centralized purchasing and slaughtering. Pay attention to developing multi-purpose forestry, afforestation, piloting protective forest planting, selling carbon credits, striving for the goal of people living on forestry; advise the Provincial People's Committee to solve domestic water and water for production according to the Conclusion of the Deputy Minister of Agriculture and Rural Development.

The Acting Provincial Party Secretary also requested the Party Committee of the Department of Agriculture and Rural Development to resolutely direct the agricultural sector to promote mechanization, apply science and technology to production, strongly innovate production and business methods according to the value chain, associated with key products, specialties, high-value OCOP products, and have the capacity to compete in the market; do a good job of agricultural extension, forecast market supply and demand prices; closely link producers with consumer markets, develop commodity supply chains; effectively deploy 4.0 agricultural markets and OCOP product trading floors.
