Historical value from 80 years of construction and growth
On November 14, the Department of Agriculture and Environment (DARD) of Lang Son solemnly held the 80th anniversary of the traditional day of the ARD sector (November 14, 1945 - November 14, 2025). This is an important political event, to review the 8-decade history of dedication, and at the same time affirm the contribution of the ARD sector to socio-economic development, resource management and environmental protection in the province.
In his opening speech, Director of the Department of Agriculture and Environment Nguyen Huu Chien said that from President Ho Chi Minh 's decree establishing the Ministry of Agriculture in 1945 to the current model of the agriculture and environment sector, each stage bears the mark of persistent efforts of staff over many generations.

Mr. Chien emphasized that, right from the most difficult years of the resistance war, cadres working in agriculture, forestry, irrigation, land and environment "overcame all dangers, stayed with the land and people, restored production, and cared for people's lives", which is the spirit that has created the strength of the agriculture and environment sector over the past 8 decades.
The industry's tradition has also been affirmed through reform milestones. In 1996, three units, including the Department of Agriculture, the Department of Forestry and the Department of Irrigation, were merged into the Department of Agriculture and Rural Development, creating a foundation for unified management of the agriculture, forestry and irrigation sector. In 2003, the Department of Natural Resources and Environment was established, taking on the functions of managing land, minerals, environment, water resources and hydrometeorology. This is not just an organizational adjustment, but a comprehensive unification of functions, responsibilities and vision for sustainable development.
Agriculture grows steadily, maintaining its supporting role
At the Ceremony, Mr. Nguyen Huu Chien stated that in the period of 2021-2025, the growth rate of the province's agriculture, forestry and fishery sector is estimated to reach 6.17%, remaining at a high level in the context of many unfavorable factors of the market and climate. The average income per hectare of cultivated land increased from 48.33 million VND/ha in 2016 to 77.95 million VND/ha in 2025, showing the effectiveness of structural transformation and productivity improvement.

The province has established many agricultural production models applying high technology, organic, circular and smart agriculture. The application of technical advances and the conversion of crop and livestock varieties towards climate adaptation are becoming increasingly evident.
The highlight is the OCOP program with over 200 products achieving 3 stars or more. Specialty products such as star anise, cinnamon, Chi Lang custard apple, black jelly appear in many markets outside the province and internationally, contributing to enhancing the position of Lang Son agricultural products.
The new rural development program continues to achieve comprehensive results. Many communes after the merger have improved their infrastructure, transportation, irrigation, schools and cultural facilities.
Natural resource and environmental management has changed dramatically, improving the quality of life.
In the field of natural resources and environment, Lang Son has achieved many important results. The implementation of land use planning, mineral and water resource management has been carried out in accordance with legal regulations, significantly reducing bottlenecks that have lasted for many years.

Environmental protection has made significant progress. Many pollution hotspots have been thoroughly treated; the urban solid waste collection rate has reached nearly 99%, and environmental indicators in many residential areas have improved positively. Monitoring and assessment of water and air quality and early warning of natural disasters have been enhanced through automatic monitoring systems. In the forest sector, Lang Son maintains a high forest cover rate, continuing to be among the localities with great potential in terms of ecology and forest economy.
Breakthrough in integrated agriculture and environment management model
In 2025, Lang Son province will carry out an important administrative reform step by merging two major sectors of agriculture and rural development and natural resources and environment, and at the same time receiving the Coordination Office for new rural construction and poverty reduction tasks. According to Mr. Nguyen Huu Chien, this is a model of profound strategic significance, creating unity in functions and missions in the fields of land, forests, water resources, environment, natural disasters and agriculture.
The speech emphasized that this merger is not just an organizational adjustment, but a combination of tasks, aiming to build an ecological - green - clean - smart - circular agriculture; promote the application of digital technology; strengthen resource management and sustainable environmental protection; improve the capacity to forecast, respond to natural disasters and adapt to climate change.
This is identified as an important foundation for the agriculture and environment sector to enter a new development stage, with the requirement for the whole sector to innovate thinking, improve the quality of advice, increase management efficiency and task implementation in the context of the province promoting green development and comprehensive digital transformation.

Requiring the agriculture and environment sector to create breakthroughs in the new period
Speaking at the ceremony, Vice Chairman of the Provincial People's Committee Tran Thanh Nhan highly appreciated the results that the Lang Son Agriculture and Environment sector has achieved in recent times. At the same time, he frankly pointed out the bottlenecks that need to be overcome: although agricultural production has grown, it is still fragmented, not many concentrated production areas have been formed; chain linkages are still loose; the added value per unit of product is not high.
Ms. Tran Thanh Nhan assigned 5 key tasks to the agriculture and environment sector in the new period. First of all, developing green - smart - unique agriculture, creating a strong shift to a modern agricultural economy. Besides, managing resources in a sustainable direction, not trading the environment for short-term growth.
Along with the requirement to promote digital transformation and build a synchronous database, the industry needs to proactively mobilize resources to serve green agriculture, the environment and the circular economy. At the same time, the building of a team of knowledgeable, dedicated and pioneering cadres is also emphasized to meet the development requirements in the new context.
