The Agriculture and Environment sector in Lang Son is entering a new phase of development, shaping a modern governance model and green development for the entire province.

Historical value derived from an 80-year journey of development and growth.

On November 14th, the Department of Agriculture and Environment (ARD) of Lang Son province solemnly held a ceremony to celebrate the 80th anniversary of the traditional day of the ARD sector (November 14, 1945 - November 14, 2025). This is an important political event, aiming to review the historical journey of eight decades of dedication and affirm the contributions of the ARD sector to socio-economic development, resource management, and environmental protection in the province.

In his opening speech, Director of the Department of Agriculture and Environment Nguyen Huu Chien stated that from President Ho Chi Minh 's decree establishing the Ministry of Agriculture in 1945 to the current model of the agriculture and environment sector, each stage bears the mark of the persistent efforts of officials over many generations.

Mr. Chien emphasized that, even during the most difficult years of the resistance war, officials working in agriculture, forestry, irrigation, land management, and environment "overcame all dangers, stayed close to the land and the people, restored production, and cared for the people's lives." This is the spirit that has created the strength of the agriculture and environment sector over the past eight decades.

The industry's traditions were further affirmed through significant reforms. In 1996, three units – the Department of Agriculture, the Department of Forestry, and the Department of Irrigation – were merged into the Department of Agriculture and Rural Development, laying the foundation for unified management of agriculture, forestry, and irrigation. In 2003, the Department of Natural Resources and Environment was established, undertaking the functions of land management, mineral resources, environment, water resources, and meteorology and hydrology. This was not merely an organizational adjustment, but a comprehensive unification of functions, responsibilities, and a vision for sustainable development.

Agriculture is experiencing stable growth and maintaining its pivotal role.

At the commemoration ceremony, Mr. Nguyen Huu Chien stated that during the 2021-2025 period, the growth rate of the province's agriculture, forestry, and fisheries sector is estimated at 6.17%, maintaining a high level despite many unfavorable market and climate factors. Average income per hectare of cultivated land increased from 48.33 million VND/ha in 2016 to 77.95 million VND/ha in 2025, demonstrating the effectiveness of structural transformation and productivity improvement.

The entire province has developed many models of high-tech, organic, circular, and smart agricultural production. The application of technical advancements and the transformation of crop and livestock varieties to adapt to the climate are becoming increasingly evident.

A highlight is the OCOP program, with over 200 products achieving 3 stars or higher. Specialty products such as star anise, cinnamon, Chi Lang custard apple, and black jelly have appeared in many markets outside the province and internationally, contributing to enhancing the position of Lang Son's agricultural products.

The New Rural Development Program continues to achieve comprehensive results. Following mergers, numerous communes have improved their infrastructure, including transportation, irrigation, schools, and cultural facilities.

Environmental management has undergone significant changes, improving the quality of life.

In the field of natural resources and environment, Lang Son has achieved many important results. The implementation of land use planning, mineral resource management, and water resource management has been carried out in accordance with legal regulations, significantly reducing long-standing bottlenecks.

Significant progress has been made in environmental protection. Many pollution hotspots have been thoroughly addressed; the rate of urban solid waste collection has reached nearly 99%, and environmental indicators in many residential areas have improved positively. Monitoring and assessment of water and air quality, as well as early warning systems for natural disasters, have been strengthened through automated monitoring systems. In the forestry sector, Lang Son maintains a high forest cover rate, continuing to be among the localities with great potential in forest ecology and economy.

A breakthrough in integrated agricultural and environmental management models.

In 2025, Lang Son province will implement a significant administrative reform by merging two major sectors: Agriculture and Rural Development, and Natural Resources and Environment, while also taking over the Office for Coordinating New Rural Development and Poverty Reduction. According to Mr. Nguyen Huu Chien, this is a far-reaching strategic model, creating unity in functions and missions across the fields of land, forests, water resources, environment, natural disasters, and agriculture.

The speech emphasized that this merger is not merely an organizational adjustment, but a fusion of missions aimed at building an ecological, green, clean, smart, and circular agriculture; promoting the application of digital technology; strengthening resource management and sustainable environmental protection; and enhancing the capacity for forecasting, responding to natural disasters, and adapting to climate change.

This is identified as a crucial foundation for the agriculture and environment sector to enter a new phase of development, requiring the entire sector to innovate its thinking, improve the quality of advice, and enhance the efficiency of management and task implementation in the context of the province's accelerated green development and comprehensive digital transformation.

The Ministry of Agriculture and Environment is required to create breakthroughs in the new phase.

Speaking at the ceremony, Vice Chairman of the Provincial People's Committee Tran Thanh Nhan highly appreciated the achievements of the Agriculture and Environment sector in Lang Son province in recent years. At the same time, he frankly pointed out bottlenecks that need to be overcome: agricultural production, although growing, remains fragmented and lacks concentrated production areas; supply chain linkages are still weak; and the added value per unit of product is not yet high.

Ms. Tran Thanh Nhan assigned five key tasks to the Ministry of Agriculture and Environment for the new period. First and foremost is the development of green, smart, and distinctive agriculture, creating a strong shift towards a modern agricultural economy. In addition, it focuses on sustainable resource management, avoiding sacrificing the environment for short-term growth.

Along with the need to accelerate digital transformation and build a synchronized database, the sector needs to proactively mobilize resources to serve green agriculture, the environment, and the circular economy. At the same time, building a team of highly skilled, dedicated, and pioneering officials is also emphasized to meet the development requirements in the new context.

Vice Chairman of the Provincial People's Committee Tran Thanh Nhan expressed his confidence that with its 80-year tradition and strong spirit of innovation, the Agriculture and Environment sector of Lang Son will continue to play a leading role in sustainable agricultural development, effective resource management, and environmental protection, becoming the core in achieving the province's green development goals, circular economy, and sustainable society.

This is not only a source of pride but also a great responsibility for today's generations to continue striving, preserving, and promoting the glorious traditions of the sector.
