Tax industry at peak "hand-holding"

The Tax Department is entering the 60-day peak period of implementing Project 3389/QD-BTC on converting the management model from lump-sum tax to declared tax. The Tax Department ( Ministry of Finance ) directs its local affiliated units to increase their visits to the grassroots level, directly instructing business households to use electronic declaration software, electronic invoices and understand the new management process.

Accordingly, tax officers are required not only to perform management tasks, but also to play a supporting role, step by step from recording revenue, making declarations to using eTax Mobile and the electronic invoice system. This effort is to help the transition process go smoothly, without disrupting business operations and contributing to increased transparency.

The Tax Authority said that when switching to declaration based on actual revenue, business households will be treated more fairly, reducing the risk of determining taxes based on subjective experience. Technological solutions, including data-connected cash registers, are being accelerated.

The transition from contracting to declaration is considered by economic and tax experts as an inevitable step for Vietnam to integrate more deeply with international tax standards and build a modern and transparent tax system. However, this is a big challenge, requiring "support" from the management agency to be maintained until the end.

According to analysis by Dr. Nguyen Thuong Lang, lecturer at the National Economics University, the transition to a declaration mechanism is the foundation for transparency in economic activities and the creation of modern governance standards. However, he believes that to avoid putting pressure on small businesses, the policy needs to be implemented step by step, accompanied by full technical support, especially in the early stages.

Sharing the same view, some economic experts believe that if applied uniformly without careful preparation, small businesses may face technical pressure and compliance costs. Therefore, there needs to be a clear strategy for grouping businesses. For the group with low revenue (below the required threshold), the Tax authority should prioritize supporting the most simplified declaration forms, with longer periods. On the contrary, for the larger group with development potential, it is necessary to fully apply digital tools such as electronic invoices and detailed accounting books, while strengthening guidance for them to quickly professionalize the management model. This is a flexible approach, ensuring both achieving tax management goals and creating the most favorable conditions for taxpayers.

Being directly guided by tax officers helps businesses feel more secure, but getting familiar with the software and recording actual revenue is still a challenge.

From the business side, according to the reporter's survey, many responses showed that business households were happy to be guided, but worried about compliance costs. Some households that were familiar with using eTax Mobile and electronic tax declaration said that once they mastered the operations, they felt more transparent and controlling transactions and business activities also became easier.

Many small households such as restaurants, grocery stores, mobile sales vehicles... said that being directly guided by tax officers helps them feel more secure, but getting used to the software and recording actual revenue is still a challenge. "Previously, we just had to declare according to a predetermined level for quickness. Now, when we switch to declaration, we have to keep books and use software, I am a bit worried about learning and operating. But with tax officers holding my hand and guiding me step by step, even guiding me on how to use eTax Mobile on the phone, I feel less scared and see the transparency", a grocery store owner on Xuan La Street ( Hanoi ) shared. According to this store owner, what they want most is for the Tax Department to continue maintaining training and guidance activities even after the peak period, because the transition to a declaration model is only truly effective when taxpayers have a long-term support base. Many small businesses, which have little exposure to technology, will easily get lost without a guide, and therefore the transformation can only be successful if the companionship is maintained continuously. They really need periodic training courses to update their software skills, need a stable hotline to answer questions when encountering errors...

Switching from lump-sum tax to declaration tax is an important step for the Tax sector to build a modern and transparent management system. The "hands-on" efforts are helping millions of business households get acquainted with the new process, creating a foundation for fairer tax management. However, for the reform to be sustainable, continuous companionship, technological support and flexible monitoring mechanisms are needed. When small businesses are equipped with the appropriate skills, tools and support, the private economic sector will have the conditions to develop more transparently and sustainably./.

From 2025, the Tax sector will widely implement the conversion of business households from lump-sum tax to declaration based on actual revenue, expected to complete the first stages in 2026. Taxpayers are supported by many tools such as eTax Mobile, electronic invoices and data-connected cash registers, and are also directly guided by Tax officers at the facility. This conversion helps to make business operations transparent, reduce the risk of incorrect tax determination and create fairer management opportunities. Business households also benefit from regular training courses, technical support hotlines, helping them get acquainted with the software and declaration process early to reduce pressure when officially implementing.
