Speaking at the conference, Comrade Nguyen Anh Tuan, Secretary of the Bac Ninh Provincial Party Committee, informed about some outstanding results of the province in the fields of socio-economic development, national defense, security, foreign affairs; Party building, and consolidation of the political system in recent times.
He emphasized: Over the past years, the Standing Committee of the Provincial Party Committee and the Executive Committee of the Bac Ninh Provincial Party Committee have always focused on leading and directing the serious, drastic and synchronous implementation of the Central Committee's policies on Party building and organization.

The regional conference held in Bac Ninh is of great significance; to learn and exchange experiences in Party building and organization work; to discuss solutions to continue improving the quality of Party building and organization work to meet the requirements of tasks in the new situation. At the same time, to report to the Central Organizing Committee on difficulties; to propose and recommend solutions to build the Party and the political system to be increasingly clean and strong - the Secretary of the Bac Ninh Provincial Party Committee expressed.
Reporting on the results of Party Building and Organization work in the northern region, comrade Nguyen Van Tung, Head of Local Department I, Central Organizing Committee, stated: In the first 6 months of 2024, the organizing committees of 14 provincial and municipal Party Committees of Emulation Cluster No. 2 have made efforts to comprehensively and synchronously deploy regular tasks; focusing on advising on the successful completion of assigned tasks.
Proactively develop and implement programs and work plans for 2024 to ensure quality and progress. Timely advise the Standing Committees of provincial and municipal Party Committees on regular and ad hoc personnel work. Advise on the development and completion of Summary Reports on Party building work and implementation of the Party Charter.

In the first 6 months of 2024, the organizing committees of 14 provincial and municipal Party Committees advised the Party Committees to develop and promulgate: 5 projects; 12 resolutions and conclusions; 86 regulations and statutes; 70 plans, official dispatches and 10 instructions... to concretize the implementation of the Central Committee's resolutions, conclusions and regulations on Party building and organization work.
Timely advise the Standing Committees of provincial and municipal Party Committees on regular and ad hoc personnel work. Advise on the appointment of 216, the introduction of 187 candidates, and the transfer and rotation of 58 cadres under the management of the Standing Committees of provincial and municipal Party Committees.
Focus on key tasks of preparing for party congresses at all levels
Highly agreeing with the report's content, at the conference many localities focused on sharing experiences and some outstanding results in Party building organization work in recent times.
Focusing on the quality of cadres, Ninh Binh province organized a source cadre class for 89 comrades with 20 topics, of which 17 topics were prepared by the Ho Chi Minh National Academy of Politics, 3 topics were directly reported by 3 comrades of the Provincial Party Standing Committee, after studying, there were lessons learned and directly commented and evaluated by 3 comrades of the Provincial Party Standing Committee.

Quang Ninh province has identified personnel work as a breakthrough task of the year, so there have been some innovations in the implementation of stages in personnel work. The province has allocated a high proportion to recruiting high-quality staff, effectively implementing the models of "Four-good Party Cells" and "Four-good Party Committees".
In addition to the achieved results, the Central Organizing Committee also pointed out the limitations that the Party building organization sector of 14 provinces needs to overcome, such as some work contents have not ensured the set progress; the direction of self-criticism and criticism in some places is not really thorough, and there are not many suggestions for criticism of collectives and individuals. There are also achievements in assessing the quality of Party organizations as well as collective leadership and management, leading to self-assessment and classification results in some Party Committees that are not close to reality.
On the other hand, some places have not yet promptly completed the missing leaders and Party Committee members according to the Congress personnel plan; the work of inspection, supervision and management of Party members in some Party organizations has not been regular and strict, leading to a number of cadres, including leaders at all levels, being disciplined by the Party and State laws. The reporting regime, coordination and exchange between the local Party Committee's organizing committee and the departments and units of the Central Organizing Committee are sometimes not regular and timely.
In his concluding remarks at the Conference, Comrade Nguyen Quang Duong, Deputy Head of the Central Organizing Committee, affirmed that in the first 6 months of the year, the provinces and cities in the region have proactively and seriously implemented a huge amount of work, including many important tasks. In the coming time, the task of Party building and organization is very heavy. The Deputy Head of the Central Organizing Committee requested that provincial and municipal Party Committees focus on advising on preparations for Party Congresses at all levels towards the 14th National Party Congress, and must identify this as a key and comprehensive task. Actively, proactively, and focus on reviewing the planning and arrangement of cadre work; preparing Party Committee personnel thoroughly and in accordance with regulations.

Comrade Nguyen Quang Duong noted that provincial and municipal Party Committees and Party Committees at all levels need to innovate methods, choose the right key issues, assign people to carry out tasks, and strengthen inspection and evaluation. At the same time, focus on implementing well the work of building the political system, building grassroots Party organizations, personnel work, and protecting internal politics.
