The publishing industry is experiencing stable growth but needs a more significant breakthrough.

On December 15th, in Hanoi, the Department of Publishing, Printing and Distribution held a conference to summarize its work in 2025 and plan for 2026. The conference aimed to comprehensively assess the achievements and identify key tasks and solutions for the industry to continue its innovation and sustainable development in the coming period.

The conference was attended and chaired by Deputy Minister of Culture, Sports and Tourism Phan Tam, along with representatives from the leadership of agencies and units under the Ministry; the leadership of the Publishing, Printing and Distribution Department; representatives from specialized departments and divisions of the Department; and representatives from a number of agencies and units operating in the fields of publishing, printing and distribution.

In 2025, the publishing industry will continue to maintain its growth momentum, ensuring the fulfillment of political and ideological tasks and gradually adapting to the requirements of digital transformation. However, the growth rate has not reached the set target, financial efficiency remains limited, and the complex situation of piracy and copyright infringement necessitates stronger reforms in the coming period.

According to the 2025 work summary report of the Department of Publishing, Printing and Distribution, publishing activities in the year continued to closely adhere to political and ideological tasks, promptly serving major national events, important holidays, and the task of disseminating the Party's guidelines and policies, and the State's laws and regulations. Many publications of political, historical, cultural, and educational value continued to receive serious investment, contributing to improving the spiritual life of the people and spreading positive values ​​in society.

Alongside its political mission, the publishing industry has maintained stable production and business operations, ensuring a balance between serving society and developing the book market amidst rising input costs and fluctuating purchasing power.

In 2025, publishing revenue is estimated to reach VND 4,800 billion, a 6% increase compared to 2024; tax contributions to the state budget will reach VND 225 billion, a 6% increase, exceeding the set target. The entire publishing industry will produce 52,100 publications with 585 million copies, continuing to maintain a stable scale and exceeding production targets.

However, the after-tax profits of publishers increased by only 2.46%, lower than the target, indicating that economic efficiency has not kept pace with revenue growth. This reality clearly reflects the difficulties in balancing costs, especially copyright, printing, distribution, and technology investment costs, in the context of an increasingly competitive market.

Digital transformation continues to be identified as a crucial direction for the publishing industry. By the end of 2025, 35 out of 52 publishing houses, accounting for 67.3%, had been granted registration certificates for publishing and distributing electronic publications. This figure demonstrates a positive shift in awareness and action regarding digital publishing.

However, the digital transformation process among different entities is still uneven. Specifically, many small-scale publishers face difficulties in terms of resources, technical infrastructure, and technological personnel, while the industry's shared digital platforms have not been built synchronously, affecting their ability to expand and exploit the market.

Efforts to prevent and combat illegal printing, counterfeiting, and copyright infringement will continue to be strengthened in 2025 through maintaining a 24/7 hotline, coordinating inter-agency inspections, and refining legal regulations in the draft revised Publishing Law.

However, the reality shows that copyright infringement, especially in cyberspace, is becoming increasingly sophisticated. Meanwhile, in some localities, management is still difficult due to organizational restructuring and mergers, as well as limitations in specialized personnel. This continues to be a "bottleneck" directly affecting the healthy business environment of the book market.

One of the key tasks of the publishing industry today is to develop a Law amending and supplementing certain articles of the Publishing Law, aiming to perfect the legal framework in line with practical development, especially the requirements for managing and developing digital publishing. The continued review and amendment of related decrees and circulars demonstrates the determination of the management agency to remove institutional bottlenecks.

Based on the practical experience of 2025, it is clear that the requirements for the publishing industry in the coming period are to innovate even more strongly, promote synchronized digital transformation, improve economic efficiency in line with political tasks, and resolutely combat piracy and copyright infringement.

Maintaining its role as a crucial tool on the ideological and cultural front, while adapting to the rapid changes in technology and the market, the publishing industry is facing the demand for breakthroughs in thinking and methods. Improving institutions, investing in digital transformation, enhancing the quality of human resources, and building a healthy business environment will be key factors for the sustainable development of the publishing industry, meeting the requirements of the new era.

In his keynote address at the Conference, Deputy Minister of Culture, Sports and Tourism Phan Tam acknowledged and highly appreciated the efforts of the Department of Publishing, Printing and Distribution and the entire publishing industry in 2025, especially in the context of many socio-economic difficulties, and the cultural and publishing market being strongly affected by competition from digital content and increasing input costs.

The Deputy Minister emphasized that the publishing industry has basically completed its assigned political and ideological tasks, continuing to affirm its role as an important field on the ideological and cultural front; many publications of political, historical, cultural, and educational value have been seriously invested in, serving the country's major events in a timely manner, contributing to the cultivation of humanistic values ​​and national cultural identity. Alongside the achievements, it is necessary to frankly acknowledge some shortcomings and limitations in order to address them promptly.

In response to the demands of development in the new era, the Deputy Minister noted that publishing is not merely a purely economic and cultural activity, but is also closely linked to the task of building human resources and an advanced Vietnamese culture rich in national identity. Therefore, state management of publishing needs to continue to innovate its thinking, improve the quality of its advisory services, increase its proactiveness and foresight, and ensure that the legal framework keeps pace with the realities of development.

Responding to the directives, the Director of the Publishing, Printing and Distribution Department, Nguyen Nguyen, affirmed that the Department will promptly concretize the directives into practical, focused, and targeted work programs and plans, ensuring synchronized implementation throughout the entire industry from the beginning of 2026.

According to Director Nguyen Nguyen, the Department will strengthen the innovation of state management methods by shifting from pre-inspection to post-inspection with control; promote the application of technology in managing publishing, printing, and distribution activities; and gradually build and improve the industry database to enhance the effectiveness and efficiency of management, while facilitating the operation of units in accordance with the law.

Regarding the prevention and combating of piracy and copyright infringement, the industry will continue to maintain information reception channels, strengthen inter-agency coordination, assign specific responsibilities to each unit and locality; and at the same time, research and propose appropriate technical solutions and mechanisms to improve the effectiveness of the fight against increasingly sophisticated and complex violations.

In addition, the Department of Publishing, Printing and Distribution also focuses on guiding and supporting publishing houses in digital transformation, improving editorial, management and business capabilities, gradually narrowing the gap between units in the industry; while continuing to strengthen training and development of staff to meet the requirements of development in the new phase.
