Continuing the 10th Session program, on the morning of November 12, the National Assembly discussed in the hall the Draft Law on Enforcement of Criminal Judgments (amended) and the Draft Law on Enforcement of Temporary Detention, Temporary Imprisonment and Prohibition from Leaving Place of Residence.

The Minister of Public Security explained and clarified a number of issues raised by National Assembly deputies.

In the afternoon, delegates discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Prices. The Minister of Finance explained and clarified a number of issues raised by National Assembly delegates.

Afterwards, the National Assembly discussed in the hall the draft Law on Vietnam Civil Aviation (amended). The Minister of Construction explained and clarified a number of issues raised by National Assembly deputies.

Ensure correct and complete calculation of public service prices

Previously, on November 3, Minister of Finance Nguyen Van Thang presented the Draft Law on amending and supplementing a number of articles of the Law on Prices. Accordingly, the amendment and supplement of a number of articles of the Law on Prices No. 16/2023/QH15 aims to institutionalize the Party's policy and the State's laws in perfecting the institution to ensure consistency in the current legal system with the following orientations: Implementing the policy of streamlining the organization of the political system, rearranging administrative units; Ending the operation of district-level administrative units nationwide from July 1, 2025 and organizing local administrative units into two levels; Ending the operation of the Inspectorate of ministries to rearrange and reorganize into inspection departments, handle complaints and denunciations, prevent and combat corruption, waste and negativity in the fields under the Government Inspectorate.

In addition, reduce and simplify administrative procedures related to valuation service business activities; promptly handle practical issues, remove institutional "bottlenecks" to ensure the consistency, synchronization and feasibility of this Law with the legal system, in accordance with international commitments.

The contents of the draft Law amending and supplementing a number of articles of the Law on Prices No. 16/2023/QH15 include: Amending regulations on transferring responsibility for implementing price stabilization; Amending the names of a number of goods and services priced by the State and the authority and form of pricing; Amending and supplementing regulations on specialized price inspection to be consistent with the law on inspection; Amending and supplementing the names of ministries and branches associated with the authority to manage state prices that have been changed due to the reorganization of the state apparatus...

The draft law also adds some contents on infrastructure services of industrial parks, economic zones, concentrated digital technology zones, high-tech zones and industrial clusters invested from state budget capital.

At the same time, remove and amend the conditions for conducting valuation services business in the direction of removing unnecessary conditions and simplifying the conditions for granting certificates for conducting valuation services business to facilitate organizations. Abolish Clause 13, Article 14, which stipulates the duties and powers of the Ministry of Finance regarding the inspection of compliance with the law on prices and valuation to be consistent with the 2025 Inspection Law.

Regarding decentralization, the draft Law continues to implement the policy of strengthening decentralization to ensure the roadmap for correct and adequate calculation of public service prices; enhance proactiveness, and ensure flexible and timely adjustments by localities and units.
