According to the agenda of the 10th Session, on November 12, the National Assembly continued to discuss 4 draft laws; of which 2 draft laws were submitted and discussed by the Ministry of Public Security in the hall.

During the morning session, the National Assembly discussed in the hall the Draft Law on Enforcement of Criminal Judgments (amended); the Draft Law on Enforcement of Temporary Detention, Temporary Imprisonment and Prohibition from Leaving Place of Residence.

Then the Minister of Public Security explained and clarified a number of issues raised by National Assembly delegates.

In the afternoon session, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Prices. Afterwards, the Minister of Finance explained and clarified a number of issues raised by National Assembly deputies.

Next, the National Assembly discussed the draft Law on Vietnam Civil Aviation (amended). After that, the Minister of Construction explained and clarified a number of issues raised by National Assembly deputies.

Previously, on November 11, the 18th working day of the 15th National Assembly, in the morning under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session in the hall, listening to the following contents: Government Inspector General Doan Hong Phong, authorized by the Prime Minister, presented the Proposal for the Law on amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciations.

Chairman of the National Assembly's Committee for People's Aspirations and Supervision Duong Thanh Binh presented the Report on the examination of the draft Law amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciations.

Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, presented the Report on the draft Law on Investment (amended). Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai presented the Report on the draft Law on Investment (amended). Minister of Public Security Luong Tam Quang, authorized by the Prime Minister, presented the Report on the draft Law on Drug Prevention and Control (amended). Chairman of the National Assembly's Culture and Social Affairs Committee Nguyen Dac Vinh presented the Report on the draft Law on Drug Prevention and Control (amended).

After that, the National Assembly discussed in the hall about: Draft Law on Civil Judgment Enforcement (amended); Draft Law on Judicial Expertise (amended). At the discussion session, 21 National Assembly deputies spoke, the majority of deputies basically agreed with the necessity of amending the Law on Civil Judgment Enforcement, the Law on Judicial Expertise and many contents in the Government's Submission; Verification Report of the National Assembly's Committee on Law and Justice. At the same time, deputies focused on discussing the following specific contents:

Regarding the draft Law on Civil Judgment Enforcement (amended): Opinions focused on discussing: civil judgment enforcement agencies; civil judgment enforcement offices; the organization of judgment enforcement by civil judgment enforcement offices; bailiffs; bailiffs; Heads and Deputy Heads of civil judgment enforcement agencies; tasks and powers of civil judgment enforcement agencies of provinces, cities, and People's Courts in civil judgment enforcement; responsibilities of agencies, organizations, and individuals in civil judgment enforcement; rights and obligations of judgment beneficiaries and judgment obligees; delivery and receipt of judgments and decisions and proactively making judgment enforcement decisions; transfer of judgment enforcement rights and obligations; dossiers requesting consideration of exemption or reduction of judgment enforcement obligations regarding state budget revenues; protesting against court decisions on exemption or reduction of judgment enforcement obligations regarding state budget revenues; postponing judgment enforcement; enforcement of decisions on applying temporary emergency measures, decisions declaring bankruptcy; preservation, exploitation and use of assets for execution of judgments; registration, transfer of ownership and use of assets; measures for enforcement of judgments; enforcement of handover and return of objects and documents, handover of minors to persons assigned to raise them according to judgments and decisions; socialization of civil judgment enforcement; application of information technology and digital transformation in civil judgment enforcement; complaints, denunciations and settlement of complaints in civil judgment enforcement; time limit for protests, responses to protests and recommendations of the People's Procuracy; statute of limitations for civil judgment enforcement; transitional regulations...

Regarding the draft Law on Judicial Expertise (amended): Opinions focused on discussing: explanation of terms; state responsibility in judicial expertise; responsibility of agencies conducting proceedings in judicial expertise activities; appointment and dismissal of judicial experts; rights and obligations of judicial experts in judicial expertise activities; standards of judicial experts by case; system, functions, tasks, powers and organizational structure of public judicial expertise organizations; conditions for establishment of judicial expertise offices; rights and obligations of judicial expertise offices; recognition and cancellation of recognition of judicial expertise organizations by case; receiving requests and requests for judicial expertise; cases of refusal of judicial expertise, not being allowed to perform judicial expertise; expanding the roadmap and socialization of judicial expertise...

At the end of the discussion, Minister of Justice Nguyen Hai Ninh spoke to explain and clarify a number of issues raised by National Assembly deputies.

In the afternoon of the same day, the National Assembly discussed in groups the following contents: Draft Law amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, the Law on Denunciation; Draft Law on Investment (amended); Draft Law on Drug Prevention and Control (amended).
