The Ministry of Education and Training assessed that this year's high school graduation exam met the set goals of accurately assessing candidates' abilities, serving as a basis for vocational and universityadmissions . The exam increased the number of questions that differentiated. According to the Ministry of Education and Training, this was to limit the shortcomings of previous years, when the exam had few questions to classify candidates, causing difficulties in admissions, forcing many universities to organize their own exams, causing costs and wasting social resources.
Regarding the content of the exam, the Ministry of Education and Training believes that it does not exceed the requirements of the 2018 General Education Program. The ratio of thinking levels (related to difficulty) closely follows the published reference questions, has differentiation and is based on testing results in 3 regions.
The Ministry of Education and Training said that it had developed a number of test questions for large-scale testing with about 12,000 candidates nationwide, including in the most disadvantaged provinces. The test results were carefully analyzed using modern testing theory, which is one of the important bases for the test council to refer to in determining the level of the test, ensuring differentiation and meeting requirements.
Regarding the complaints from candidates, parents and experts that the exam was difficult, especially in math and English, the Ministry of Education and Training said that there could be many reasons. However, we need to wait until the exam results are available to determine clearly.
According to the Ministry of Education and Training, after the scores are announced on July 16, the issuance of temporary graduation certificates, return of transcripts and other related certificates (originals) to candidates will be completed by high school principals no later than July 22. Printing and sending of exam result certificates to candidates will be completed no later than July 22. The collection of appeal applications and the establishment of appeal lists will be implemented from July 16 to July 25, and the recognition of high school graduation after the appeal will be considered no later than August 8.
From July 10 to 20, the Departments of Education and Training will provide additional accounts for candidates (high school and college graduates) who do not have an account to register for admission on the system to carry out online admission registration. Other candidates register their admission wishes on the system from 4 to 5 p.m. on July 28 (unlimited number of wishes).
