Next, the Minister of Health explained and clarified a number of issues raised by National Assembly delegates.
In the afternoon session, the National Assembly discussed in the hall the Investment Policy of the National Target Program on Modernization and Improvement of Education and Training Quality for the 2026-2035 period. Next, the Minister of Education and Training explained and clarified a number of issues raised by National Assembly deputies.
Previously, in the 32nd session of the National Assembly, in the morning under the direction of National Assembly Chairman Tran Thanh Man, the National Assembly held a plenary session in the Hall, listening to Member of the National Assembly Standing Committee, Secretary General of the National Assembly, Head of the National Assembly Office Le Quang Manh present the Report on amending and supplementing the Program of the 10th Session, 15th National Assembly. After that, the National Assembly voted to approve the amendment and supplement of the Program of the 10th Session, 15th National Assembly electronically with a high approval rate.
Next, under the direction of Vice Chairman of the National Assembly Le Minh Hoan, the National Assembly discussed the Draft Law on amending and supplementing a number of articles of the Law on Geology and Minerals; the Draft Law on amending and supplementing a number of articles of 15 laws in the fields of agriculture and environment.
At the discussion session, 18 delegates spoke; the majority of delegates basically agreed with the necessity of amending and supplementing the Laws to remove bottlenecks and obstacles arising from practice and many amended and supplemented contents of the 2 draft Laws. In addition, delegates focused on discussing the following specific contents:
Regarding the Draft Law on amending and supplementing a number of articles of the Law on Geology and Minerals: Delegates' opinions focused on discussing: scope of regulation; mechanism for granting mineral exploitation licenses for public works and key projects; organizations and individuals considered for issuance of mineral recovery registration certificates; extension, licensing, and adjustment of mineral exploration and exploitation licenses; priority rights to submit applications for mineral exploitation licenses; building a national database on minerals; modernizing geological and mineral databases; management of rare earth minerals; criteria for delimiting areas where mineral exploitation rights are not auctioned; transitional provisions.
Some delegates suggested adding regulations on control mechanisms and post-inspection mechanisms in mineral exploration and exploitation; requiring that before submitting applications for licenses to explore and exploit minerals and rare earths in sensitive areas or areas related to national defense and security, there must be written appraisal opinions from the Ministry of National Defense and the Ministry of Public Security on matters related to national defense and security.
Regarding the Draft Law on amending and supplementing a number of articles of 15 laws in the field of agriculture and environment, delegates' opinions focused on discussing: Scope of regulation; removing environmental sensitivity factors for land for growing rice for two or more crops and resettlement; the issue of protecting and using the topsoil of land specialized for growing rice; improving the capacity of the grassroots veterinary system; regulations on forest management and protection; the impact of climate change on natural disasters and floods in recent times; investment in construction and operation of irrigation and hydroelectric reservoirs; the issue of using sea sand for leveling construction works...
At the end of the discussion, Minister of Agriculture and Environment Tran Duc Thang spoke to explain and clarify a number of issues raised by National Assembly deputies.
In the afternoon session of the same day, under the direction of Vice Chairman of the National Assembly Le Minh Hoan, the National Assembly discussed in the Hall the draft Law on Digital Transformation. At the discussion session, 7 delegates spoke; the majority of delegates basically agreed with the necessity of promulgating the Law and many contents in the Report on explanation, acceptance and revision of the draft Law.
In addition, delegates focused on discussing the following contents: explanation of terms; general principles and minimum requirements in digital transformation; digital transformation activities; responsibilities of organizations and enterprises operating digital platforms; universal accessibility in using online public services; digital economic development; support for enterprises, cooperatives, and business households in digital transformation; statistics and reporting on digital economy; digital social development; human rights and interests of citizens in the digital environment; narrowing the digital gap; protecting children in the digital environment; supporting the elderly and people with disabilities in digital transformation; digital culture and digital culture industry; resources and investment for digital transformation; development and operation of shared digital platforms; statistics, measurement, monitoring, and evaluation of digital transformation effectiveness. Some delegates suggested reviewing the consistency between the provisions of the draft Law and specialized laws; Supplement specific provisions on complaint and compensation mechanisms in the draft Law.
At the end of the discussion, Minister of Science and Technology Nguyen Manh Hung spoke to explain and clarify a number of issues raised by National Assembly delegates.
Next, under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly discussed in the Hall the draft Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law.
At the discussion session, 16 delegates spoke; the majority of delegates basically agreed with the necessity of issuing a Resolution to remove difficulties and obstacles in organizing the implementation of the Land Law and many contents of the draft Resolution.
In addition, delegates focused on discussing the following contents: regulations on land recovery, compensation, support, resettlement; compensation for property damage when the State recovers land; regulations on land allocation, land lease, change of land use purpose; basis for calculating land use fees, land rent, compensation when the State recovers land; time to determine land price of land fund for payment of BT projects; principles of land valuation, time to collect information, land valuation methods; land price list; land price adjustment coefficient; Land price list appraisal council, appraisal of land price adjustment coefficient, operating conditions of land price determination consultancy organizations; exemption and reduction of land use fees, land rent; payment of land use fees, land rent when changing land use purpose; regulations on exercising rights, land use regime, land registration, assets attached to land, granting of Certificates, land division, land consolidation, land information system. Some delegates suggested carefully studying regulations on cases where the State reclaims land for socio-economic development in the national and public interest to ensure feasibility.
