Nghe An: The mettle of two-level government in the midst of the Lam Thanh storm

During two major storms in 2025, Lam Thanh commune authorities (Nghe An) demonstrated a proactive, responsible and courageous spirit - putting people's safety first.

Proactive response - because people's safety comes first

Lam Thanh commune was established on the basis of merging four communes: Chau Nhan, Phuc Loi, Hung Thanh and Hung Nghia, belonging to Hung Nguyen district (old), Nghe An province. This is a strategic step to build a streamlined, effective and efficient government apparatus to better serve the people.

Immediately after the merger, the People's Council and People's Committee of Lam Thanh commune quickly consolidated their organization to ensure smooth operations. The two-level authorities have promoted their proactive role, closely following reality, and issued many resolutions aimed at preventing natural disasters, taking care of health, ensuring social security and stabilizing people's lives.

In 2025, Lam Thanh was hit by two strong storms, storm No. 5 and storm No. 10, causing heavy damage to property and infrastructure. Many rice fields were flooded, houses and schools had their roofs blown off. But the valuable thing is that the locality did not suffer any human casualties - a testament to the initiative, bravery and "for the people" spirit of the commune's leaders and cadres.

As soon as the storm approached, the Commune Civil Defense Command was urgently activated. Evacuation points were fully prepared with human resources, food, medicine, and drinking water. Despite the lack of means such as canoes and rescue machines, the commune still mobilized as many small boats, barges, and militia forces as possible to reach deeply flooded areas.
The People's Council, People's Committee and Fatherland Front closely coordinate in direction and supervision, ensuring all rescue activities are deployed synchronously and promptly.

Before storm No. 5, the commune urgently evacuated 288 people from 64 households; during storm No. 10, it continued to evacuate 289 people, mostly the elderly, women and children. The overnight journeys in the rain and wind became touching images, deepening the people's trust in the local government.

One of the memorable stories is that Mr. Nguyen Huu Ha, Chairman of Lam Thanh Commune People's Committee, a delegate of the Commune People's Council, directly commanded the rescue team, crossed the raging waters to rescue 5 people in distress when the storm had just landed. After the successful rescue, Mr. Ha also gave each household 500,000 VND to buy food and stabilize their lives.

At the same time, Mr. Le Ngoc Lam, Commander of the Commune Military Command, had to dive more than 2 meters deep to open the door of a house to take a pregnant woman to the emergency room during the flood night.
Those authentic images, after being published in the press, strongly spread the spirit that "the government does not stand outside of danger".

Before the storm, Mr. Nguyen Truong Thi, Party Secretary and Chairman of the Commune People's Council, personally inspected community flood-proof houses, directed the movement of vulnerable groups to safety, and inspected boat docks, machinery, and supplies to be ready for rescue when needed.

In particular, Ms. Cao Thi Hang, Standing Deputy Secretary of the Party Committee, delegate of the People's Council of the commune, directly commanded the force to evacuate a family with a child with cerebral palsy in heavy rain. That quick, decisive but humane action left a beautiful image of a delegate "not only meeting in the parliament, but also accompanying the people's lives".

Immediately after the flood receded, Lam Thanh Commune People's Committee coordinated with the Fatherland Front and mass organizations to distribute medicine, disinfect the environment, and support people to overcome the consequences.
The community monitoring team coordinated with the Commune Health Station to conduct mobile medical examinations, care for the elderly, children, pregnant women, and ensure community health after natural disasters.

In the production field, the Commune People's Council promptly proposed allocating the budget to support plant seeds, materials, restore intra-field traffic, and mobilize pumping machines to drain water to save the Summer-Autumn rice crop.
The government focuses on repairing schools, ensuring safety for students to return to class, and stabilizing people's lives as quickly as possible.

In particular, Lam Thanh Commune People's Council performed well its supervisory role in receiving and allocating relief resources. The list of households receiving support was carefully reviewed to ensure the right people, the right needs, no duplication, and no omissions.

Government effectiveness - the foundation of people's health and peace

The People's Council delegates directly went to the grassroots to check the quality of goods and medicines, and promptly reflected people's opinions. Thanks to that, all relief activities were implemented transparently, fairly and effectively, strengthening people's trust in the government.

Giving gifts to flood victims.

Not only responding to and overcoming the consequences, Lam Thanh also focuses on contacting voters before and after natural disasters. Before the storm, meetings were held to receive recommendations on production support, health care and disaster prevention. After the storm, the government continued to listen to feedback, acknowledging the need for reconstruction, environmental sanitation and livelihood stabilization.

Opinions from the grassroots become an important basis for the People's Council, Fatherland Front and People's Committee of the commune to closely coordinate in monitoring and implementing commitments to support post-disaster recovery.

Practice in Lam Thanh has confirmed that when the two-level government operates effectively, people will always be protected and safe.

In the context of natural disasters, extreme climate and epidemics, the proactive, flexible and close-to-the-people attitude of the communal government is the most important "shield".

When the Politburo issued Resolution 72 on protecting, caring for and improving people's health, Lam Thanh concretized it through actions: storm and flood prevention, mobile medical examination, relief supervision, and ensuring grassroots health care.

People's health and lives are not only the responsibility of the health sector, but also a measure of the management capacity and political mettle of local authorities.

After the storm and flood, Lam Thanh once again shines with the image of a government that "practices what it says", where People's Council delegates not only meet and discuss but are ready to rush into the flood, help the elderly, save pregnant women, and bring children to safety.

The spirit of "Dien Hong in the new era" - united, daring to think, daring to do, daring to take responsibility, is being strongly ignited from the land along the Lam River that has struggled through many flood seasons.

With the motto "Whatever is beneficial to the people, do your best", Lam Thanh Commune People's Council and People's Committee are day by day affirming the role of an effective and efficient two-level government for the people.

Amidst natural turmoil, Lam Thanh not only maintained peace, but also spread the belief in a steadfast government in the eye of the storm, dedicated in every action - all for the safety, health and happiness of the people.
